Based on the mapping and description, the evaluation shall identify barriers and possible changes in organisation and case management, as well as assess and propose measures for the system to improve basic purposes and the need for transparency, trust and legitimacy in the health service and the population. To the extent possible and relevant, the evaluation should include comparisons with similar systems in other countries.
