The subject of the contract is project management services for the project described in more detail in Section II.2.4) for the development of the core area of the IGA2027 Future Garden Bergkamen/Lünen at the Bergkamen site. All project stages and areas of action should be carried out in accordance with the "Project Management Performance Profile", as stated in Chapter 2 § 2 of the book "Project Management Services in the Construction and Real Estate Industry" (AHO Publication Series No. 9; 5th edition March 2020), whereby a step-by-step commissioning is provided.
The Ruhr Metropolis has successfully acquired the International Garden Exhibition (IGA) for 2027. The IGA 2027 is pursuing a decentralized concept that will involve the entire region. Five so-called "future gardens" serve as the main locations. As an inter-municipal location, Bergkamen and Lünen form one of these future gardens, which is planned as a holistic tourist destination - beyond the IGA 2027 - according to the results of an open space planning competition under the motto "Mountains and valley wonders". The Future Garden will be free of admission within the framework of the IGA 2027 and thus corresponds more to a large complex urban development project, especially since no specifications for certain horticultural tasks or exhibitions are specified or have to be adhered to by the German Horticultural Society.
The subject of the present project management order is only the approximately 60 ha large core area of the Bergkamen site for this future garden; the city of Lünen has already commissioned its own project management system for its location.
The Bergkamen core area of the IGA Future Garden comprises two heaps created by mining overburden in the northern part of the city of Bergkamen, which are to be prepared as "Bergwelten Bergkamen". The area lies as an elongated rectangle between the Datteln-Hamm Canal in the north, the Hamm/Osterfeld railway in the south, the L 821 / Jahnstraße with the future adjacent water town of Aden in the west and the Nature Reserve Beversee in the east. Before the site was used by mining and filling as heaps, the area was home to the forest area "Großes Holz", which is why there is an obligation to reforest under mining law. The site is expected to be under mining supervision and owned by Ruhrkohle AG (RAG) until the end of 2024/beginning of 2025. The restrictions of the mining law procedure must be complied with; this includes, for example, specifications for drainage planning, stability and ground interventions, which must be ensured even after discharge from mining supervision.
Following a planning competition, the office GREENBOX Landscape Architects Hubertus Schäfer + Markus Pieper PartG mbB was commissioned with the object planning (performance profile outdoor facilities) for the entire Future Garden Bergkamen/Lünen, whereby the participating cities Bergkamen and Lünen as well as the IGA 2027 Metropole Ruhr gGmbH have concluded separate architectural contracts with the office GREENBOX. Depending on the package, the current processing progress is LPh 2 to 5. An analogue-digital park landscape is planned, which must be completed in time for the opening of the IGA in spring 2027. The haptic landscape experience of the urban mountain worlds is to be combined with a digital level. For this purpose, both the landscaping for public use and the creation of the technical infrastructure as well as the development and implementation of additional innovative and authentic offers (for example by private investors and/or operators) are crucial.
The subject of the contract is the project management services for the described project of the city of Bergkamen on the core area of the Bergkamen site for the IGA Future Garden Bergkamen/Lünen. The assignment is based on the performance profile of project management, as stated in Chapter 2 § 2 of the book "Project Management Services in the Construction and Real Estate Industry" (AHO publication series No. 9; 5th edition March 2020). The mandate covers all areas of action of the aforementioned service profile. All 5 project stages are to be commissioned in stages (see Section II.2.11), whereby there is no legal entitlement to a further commissioning of project stages. Since the planning of the project has already begun and the preliminary planning is expected to be available at the time of commissioning the project controller, project stages 1 and 2 must be processed in parallel.
