The City of Helsinki Transport Company (HKL) will set up a dynamic sourcing system to procure application development services and application maintenance services. Companies providing ICT application development and maintenance services may apply to participate in the dynamic purchasing system throughout its life. The dynamic purchasing system is valid for four (4) years. All candidates who have submitted an application to participate and who fulfill the eligibility criteria will be admitted to the procurement system. A more detailed description of the dynamic purchasing system is contained in this contract notice and its accompanying documents.

Purchases are made through dynamic tendering within separate tenders. More detailed descriptions of the tenders are given in the specific invitations to tender. The first invitations to tender will be sent in October 2019 (estimated).

The target of the acquisition is application development expert services and application support and maintenance services. HKL will compete in the provision of expert services, with the supplier forming a team of experts who will be responsible for ensuring that the services or supplies are delivered as agreed. The Supplier Expert Group shall consist of the experts designated by the Supplier in the tender. The solution should be implemented using commonly used development tools so that the application can be further developed independently of the vendor. The more specific technical implementation of the solution is locked in the implementation of development version 1, which sets the application boundary conditions for the technical requirements for subsequent versions. Interfaces must be implemented using techniques that are publicly available and whose interface descriptions remain the property of the customer. Application development should consider support for Android and iOS platforms. The support and maintenance service is likely to include the following service areas: availability control, scheduled maintenance and downtime, related communications, version and security updates, minor development work, critical bug management, documentation maintenance, root user support, workflow support, and designated contact persons.

The contents of the first two (2) development versions will be

Version 1: Communication and shift work for drivers and traffic management

Version 2: Implementing Maintenance Functions.

Preliminary versions of the versions and tasks to be acquired relate to API architecture and back-end system integrations, as well as application development. A preliminary description of the contents of the versions is given in the description of the target status of the HKL personnel application. The contents will be described in more detail in the invitation to tender. A pilot version of the application has been implemented, covering much of the functionality of the first version. The customer's goal is to further develop the personnel application to meet the needs of different HKL personnel groups according to the customer's needs. There may be more competing development versions in the future than the two (2) versions described above. The application to be developed must have a good level of usability in order to attract staff to the application.
