The Open School Waldau in Kassel is to receive a new building that will conserve the innovative pedagogical

approach of the six-course comprehensive school — year teams, practice-oriented technical instruction, team school, active community, nutrition as an important education focus, sustainability as a central area of competence, and school as part of an educational landscape in the district. The existing school building in the Waldau district is abandoned and a new multifunctional educational and leisure location is being built next to it, in which the district library and the youth center are integrated in addition to the six-story comprehensive school. The existing sports hall, the canteen and the so-called

“Ottoneum” (music pavilion) is to be renovated and integrated into the overall concept.

Based on many years of successful pedagogical work by the Waldau Open School (including testing school of the state of Hesse, prize winner of the German School Prize, School for Sustainability), the construction project is intended to realise a pioneering model project that has a signal character for Kassel and Hessen. The builder of the educational institutions is the city of Kassel Immobilien GmbH & Co. KG.

It is operated by the city of Kassel as the responsible school administrator. A realization competition in accordance with RPW 2013 has already been held for the project planning “buildings and interiors” and “outdoor facilities planning”.

The city of Kassel is currently negotiating with the 1st prize winner of the realization competition with the aim of concluding a contract. The winning draft is attached to the process documents.

In the present procedure, the planning services of the specialist planning technical equipment ELT, ALG 4, 5, 6, 8 are now to be awarded according to § 55 HOAI 2021.

The GWGpro has fortunately succeeded in qualifying the Open School Waldau project as an innovative pilot project for a planning kit “school building open source” of the Montag Foundation Youth und Gesellschaft, Bonn (MJG). The project is to be carried out for this purpose in cooperation with the involvement of MJG and the city of Kassel, which in this case also has to be taken into account in the context of the commissioning process.

The order for specialist planning is placed in stages. The order is initially only carried out for the first performance level. Within the scope of the individual service levels, the contractor must provide the services listed in the respective service phases, irrespective of whether these services are basic, special and project-specific services within the meaning of the terminology of HOAI 2021

of the respective service phases. The client intends to expand the order in stages when the budgetary and, if applicable, subsidy requirements are met. The other performance levels are called up in writing by the client according to the project progress. The contractor has no legal claim to the transfer of these services, nor does it have any kind of claim to remuneration and/or reimbursement of costs in the event of the absence of follow-up commissions of further service phases.

If the client transfers further service levels to the contractor, the contractor is obliged to perform these services within the scope of this contract in accordance with the updated schedule. Within the scope of the present procedure, the specialist planning services of the technical planning technical equipment ELT, ALG 4, 5, 6, 8 in accordance with § 55 HOAI 2021, (basic services, special services and, if applicable, project-specific services according to the attached service description) Lph. 1-4, 5-7, 8-9 are to be awarded.

The client, cost groups 200 and 400, is transferred to KVV Neo GmbH as a contracting partner in whole or in part by way of a contract transfer. KVV Neo GmbH is a subsidiary of Kassler Verkehrs- und Versorgungs GmbH.
