Planning services for the construction of a mobility station "Am Packhof" in Schwerin according to HOAI Part 3 Object Planning, Section 1 Buildings and Interiors, Service Phases 4-9, Special Services, Service Phase 3.

Matrix architektur gmbh, Rostock, was commissioned with the provision of service phases 1-3.

The state capital Schwerin intends to build a mobility station on the city's own property at Am Packhof 2 (opposite the town hall). The mobility station represents a special service offer for cyclists. It offers various options for parking bicycles, luggage storage, charging options, bicycle rental and bicycle repair.

The current plans see a two-story building in which bicycle rental and bicycle repairs are planned on the upper floor. The necessary technology and rooms for the staff are also provided on the upper floor. Covered and uncovered bicycle storage facilities are planned on the ground floor. Depending on the configuration of the storage options (stand box), 300 bicycle parking spaces are possible in the mobility station.

The state capital has applied for ERDF funding for these measures.

1. Fee for total planning service - weighting 20%,

2. Project analysis - weighting 15%

Ideas about the task-related approach / basic considerations for the solution,

3. Quality of personnel planning - weighting 10%

- Presentation of the planned personnel deployment for the service sections,

- Ensuring the fulfillment of tasks in the case of substitution regulation without loss of know-how,

4. On-site presence - weighting 30%

- Presentation to secure the site presence (availability / response time).

5. Measures to control deadlines and deadline security - weighting 10%

- Methods for tracking deadlines and the critical path,

- Establishment of an "early warning system" in the event of impending missed deadlines.

6. Quality of cost planning, cost tracking and cost hedging measures - weighting 10%

- Presentation of the measures for cost tracking and ensuring budget compliance,

- "Early warning system" in the event of impending cost overruns.

7. Quality of communication planning - weighting 5%

- Planning and documentation of meetings (jour fixe),

- Logging, data management.

The award is made on the offer which, taking into account the aforementioned criteria and weightings, achieves the highest point value. In the event of a tie, the bid with the highest point value in the “fee” criterion will be accepted.
