Construction project McGraw-Ost in Munich – Object planning outdoor facilities according to §§ 38 ff. HOAI and object planning traffic facilities according to §§ 45 ff. HOAI, each Lph. 6–9

Stadibau GmbH intends to build a new residential area on the site of the former McGraw barracks.

It is intended to commission the following services (in stages) with this tender:

Object planning outdoor facilities, Lph. 6–9 according to §§ 38 ff. HOAI and

Object planning traffic facilities, Lph. 6–9 according to §§ 45 ff.

The client uses a procedural supervisor for the operational-technical implementation of the award procedure:

On an approximately 2.8 ha section of the former McGraw barracks (southern Hall 19 in Munich), a new residential quarter with apartments for state employees, a dormitory for young state employees, day-care facilities, community facilities and retail space is to be built. The area borders in the east on Warthofstraße, in the south on Stadelheimer Straße, in the west on Tegernseer Landstraße and the lower McGraw-Graben. As part of an implementation competition, the Arbeitsgemeinschaft Teleinternetcafe, MLA+, Treibhaus achieved first place for the urban development concept, which was revised according to the recommendation of the jury and developed into the urban development design.

Stadibau GmbH intends to build approx. 554 residential units on the McGraw-Ost site (of which approx. 257 apartments in new residential buildings and approx. 297 1-room apartments in the dormitory), three day-care centres for children as well as commercial and retail space for local supply and a two-storey underground car park. A large part of the roof areas will be intensively greened and used as a communal roof garden. The remaining roof areas will be extensively greened and selectively covered with photovoltaics. A PV façade is planned for the south and west sides of Block C.

The redesign of the residential street in the west of the construction area falls under the scope of the project planning traffic facilities.

Roofs extensively greened: 3,450 m²

Open spaces ground floor main measure: 13,400 m²

Residential street: 2.880 m²

The planning area is divided into three building blocks (construction site south – dormitory, day-care centre and retail (block C), construction site north – residential courtyard 1, day-care centre (block A) and construction site centre – residential courtyard 2, day-care centre (block B)). The development is designed as a block edge in order to meet the high noise protection requirements and to promote a clear division between public and private spaces. The building height varies between 4 and 6 floors. The topography of the area is characterized by a height difference of 2.08 m at the lowest point (northeast corner) and the highest point (southwest corner).

In cooperation with the outdoor facility planner of work phases 1-5, considerations are to be made as to where a holistic allocation or a separate allocation per block makes sense.

Interfaces: The object planner buildings and interiors is responsible for the roofs up to the roof waterproofing. From the roof construction, the responsibility lies with the object planner outdoor facilities. The façade greening is in the hands of the object planner Freianlagen, whereby the object planner buildings and interiors are responsible for the façade scaffolding.

- performance begins immediately after assignment;

— Start of construction of shoring and earthworks: expected to be in the 3rd quarter of 2023;

— Start of construction of new construction project: expected 2nd quarter 2024;

— End of construction: targeted 4th quarter 2026;

— Parts of the measure are expected to be completed as early as mid-2026.

For the measure, the services of the object planning outdoor facilities according to §§ 38 ff. HOAI and the object planning traffic facilities according to §§ 45 ff. HOAI, each work phases 6-9 are to be awarded. The services are commissioned in stages.

First, in the 1st commissioning stage, the work phases 6 + 7 (preparation of the award and participation in the award) are commissioned according to HOAI. In the subsequent assignment stages, the work phases 8 + 9 are called up (gradually). There is no legal entitlement to the commissioning of the further service phases or overall commissioning.
