The city of Bernburg (Saale) intends to convert and renovate the spa house in Bernburg (Saale). The structural condition of the building, the insufficient technical equipment and the lack of rooms and equipment for the catering offer hinder the increase in utilization and event density and reduce the profitability of the house.
The gallery above the large hall is closed for static and fire protection reasons, and the fountain hall is impaired by inadequate installations.
The current use of the Kurhaus as a cultural and meeting place with a wide range of events and rental options is to be maintained and further expanded. The implementation of a needs-based concept for catering and exploring the possibilities of using the various rooms in parallel plays a central role in this.
In addition to fire protection, the technical modernization of the Kurhaus also includes the reuse of the galleries, the balcony and the conversion for catering. There are also new lighting and sound technology in the stage area and renovation measures on the roof, facade, sanitary, heating, ventilation and electrical installations. The preservation of historical monuments is of great importance in the renovation of the historic Art Nouveau building. Inventory, planning, approval, execution and documentation must be carried out in close coordination with the Lower Monument Protection Authority and the State Office for Monument Preservation and Archaeology under restoration support. The extent of restoration support must be worked out. On the basis of Section 14 para. 3 VgV in conjunction with Section 17 para. 1 VgV, a negotiated procedure with participation competition is carried out as a tender procedure for the planning services to be awarded here.
The services advertised here include the following planning services:
Work phases 1 to 9 according to § 55 HOAI for plant groups 1 to 7 (HLS+ELT) according to § 53 HOAI. The scope of services should be basic services of the individual service phases 1 to 9 in accordance with Appendix 15 (for § 55 paragraph 3, § 56 paragraph 3) HOAI.
On the basis of Annex 15.2 HOAI, the measure can be classified in the following fee zones:
