The subject of the award is the supply of electrical energy for the delivery points of the city of Rottweil as well as energy efficiency analyzes and energy advice according to DIN V 18599 at selected delivery points.
1. Delivery of electrical energy (electricity supply) consisting of 50% green electricity from renewable energies and 50% CHP electricity for the delivery points specified in the tender documents in the period from September 1, 2021 to no more than 8/31/2025. The main service comprises the delivery of a total of approx. 3.4 million kWh of electricity per year to the delivery points in the city of Rottweil specified in the tender documents.
The green electricity must amount to 50% of the total amount delivered and have the following properties:
- 100% renewable energy,
- It must come from new systems that are not older than 6 years at the beginning of the calendar year in which the electricity is supplied,
- Evidence through certificate, proof of origin and proof of cancellation,
The contractor shall provide evidence of the quality of the green electricity in the form of a certification before delivery begins. The certificate must be submitted to the city of Rottweil at the latest when the offer is submitted. The city of Rottweil will receive unsolicited written evidence in the form of proof of origin and cancellation of the origin and quantity of the green electricity supplied by January 31 of the following year at the latest.
The CHP electricity should amount to 50% of the total delivery quantity and have the following properties:
- generates gas from the primary energy,
- produced in Baden-Württemberg,
- Evidence through production certificate, proof of origin and proof of allocation.
The contractor shall provide evidence of the quality of the CHP electricity in the form of a certification before delivery begins. The certificate must be submitted to the city of Rottweil at the latest when the offer is submitted. The city of Rottweil will receive, without being asked, written evidence in the form of proof of origin and cancellation of the origin and quantity of the CHP electricity supplied by January 31 of the following year at the latest.
2. The subject of performance is also the implementation of energy efficiency analyzes. For selected delivery points (see tender documents) it should be shown whether there is optimization potential in order to reduce energy costs and energy consumption (based on the energy carrier electricity). The energy efficiency analyzes include at least:
- On-site inventory for selected acceptance points (see tender documents),
- Recording of the current state, i.e. the recording of the essential data on energy consumption and the determination of losses,
- investigation of electricity consumption,
- Evaluation of the data e.g. B. on the basis of industry indicators,
- Suggestions for short-term or long-term measures to save energy,
- Establish a prioritized action plan to reduce energy consumption.
The energy efficiency analysis reveals the consumption of individual processes and shows the profitable savings opportunities. The results of the energy efficiency analysis are to be documented in an energy concept.
3. Energy advice in accordance with DIN V 18599 at selected acceptance points (see tender documents) The subject of this tender is also the implementation of energy advice in accordance with DIN V 18599. Measures to improve the energy efficiency of the building envelope and the system technology in the areas of heating, hot water, ventilation, Air conditioning and lighting using renewable energies. This measure takes place against the background of the Climate Protection Act of Baden-Württemberg, in which the principles of sustainable building flow into the energy advice.
The restructuring concept must contain the following essential consulting results:
- Proposal and brief description of coordinated energy measures,
- Indication of the calculated primary energy requirement, the final energy requirement, the energy costs and the CO2 emissions for the current situation and the recommended renovation steps,
- Information on the estimated investment costs per renovation step,
- Information on current funding opportunities, in particular on the use of renewable energies,
- Information on the economic feasibility study of the renovation steps taking into account the usage-specific and local boundary conditions,
- The use of renewable energies must be part of the renovation concept.
