The Commission needs to verify the completeness and conformity of national transposition and implementing measures with specific provisions of the recast Electricity Directive for the 27 member states, following the notification of such measures to the Commission. This verification task will be carried out in two phases:

(a) a prima facie check aimed at verifying if all provisions of the Directive have been transposed into member states' national legal orders as necessary;

(b) a legal analysis of the conformity of national transposition and implementing measures with the respective provisions of the Directive.

In the execution of this two-fold verification task, the Commission seeks assistance from an outside contractor.

Assistance with the verification of compliance of national legislative measures implementing Directive (EU) 2019/944 on common rules for the internal market for electricity and amending Directive 2012/27/EU (recast).
