Research Services on Issues Pertaining to EU Citizenship Rights and Democracy

The purpose of this contract is to provide research on issues pertaining to EU citizenship rights, including their implementation in the Member States, and related policies, by establishing a network of academics (‘the Network’) tasked with providing the commission with such research. The main aim is to provide specific expertise in the perspective of the Commission's 2023 EU Citizenship Report and the 2024 Elections to the European Parliament, as well as in the implementation of the commitments announced in the 2020 EU Citizenship Report and the European Democracy Action Plan. The contract will deliver two research products and up to 120 hours of ad hoc research in its first year, and can be renewed twice on the same terms (i.e. a potential three years).
