In accordance with the VgV 2016, the planning contract is awarded via a negotiated procedure with a competitive tender. The candidate who can be expected to find the best possible solution to the task on the basis of his offer receives the order.

In accordance with the announcement point IV.1.5 "Information on the negotiation", the client reserves the right to award the contract on the basis of the original offers without conducting negotiations.

According to HOAI 2021 §§53-56, the planner to be commissioned must first provide service phases 2 to 5. The other service levels are to be assigned in stages, but are reserved and will be made by written notification. The currently valid RLBau must be observed.

Completion of service levels 1 and 2 is expected within approximately 6 months of placing the order. The capacity required to meet the target dates must be in place.
