DigiFinland organises a tendering process in accordance with the Act on Public Procurement and Concession Contracts (1397/2016, hereinafter referred to as the Act on Public Procurement and Concession Contracts) for the procurement of ICT platform services required by its production. The procurement also includes the end-user services needed by DigiFinland's personnel.

The procurement is carried out as a negotiated procedure, in which DigiFinland asks interested candidates in the first phase for an application to participate, on the basis of which the tenderers are selected for the negotiation phase.

DigiFinland will request a preliminary tender from the tenderers selected for the negotiation phase based on the preliminary invitation to tender attached to the contract notice. DigiFinland reserves the right to compare the preliminary bids and choose a winner based on the preliminary bids without the actual negotiation phase.

The target of the procurement is the following service areas of ICT platform services:

a) A one-stop shop that acts as a first response to DigiFinland in the event of technical disruptions, including the analysis of the incident and, if necessary, escalating the support request to third parties or DigiFinland;

(b) The resolution of disruptions that are responsible for the supplier. As a rule, the vendor's solution is responsible for failure situations related to the supplier's services and their target environments;

c) Server capacity services provided by the supplier and supporting telecommunications services. Includes services that meet the requirements of safety class IV to be agreed upon;

d) Management of servers and applications in the supplier's server capacity services;

e) Utilization of DigiFinland for the resale and management of global public cloud services;

f) the information security services needed by DigiFinland to monitor and manage the information security situation of the IT environment;

(g) Centralized identity management solutions;

(h) end-user support services and endpoint lifecycle services for the terminal equipment they use;

(i) Professional services complementary to the above-mentioned continuous services; both

j) deployment services for the aforementioned continuous services;

The ICT platform services needed by DigiFinland are to be procured from one supplier selected on the basis of this tendering process.
