The present tender relates to parts of the New Integration Act.

The assignment is divided into three plots (lot 1: B1 route, plot 2: self-reliance route, Lot 3: social counseling & participation pathways (Bergen op Zoom only)). The municipalities of Bergen op Zoom, Steenbergen and Woensdrecht are jointly devoted to this assignment, with the exception of plot 3 (Bergen op Zoom only). The purpose of the tender is to enter into a framework agreement with one (1) contractor per lot.

The contract is awarded on the basis of the most economically advantageous tender: Best Value for Money (Best PKV).

All necessary information can be found in the plots created under this main tender, including the descriptive document of the assignment. Subscriber must upload all requested documents in the respective plots.

The B1 route is intended for all citizens who can reach level B1. An estimate of this is based on the broad intake. The target audience for the B1 route is broad and the age, teachability, and level of education of participants may vary.

The Self-Reliance Route — also known as Z route — is an intensive trajectory focused on language, activation and participation. The Z route is for low-learning citizens who have difficulty learning a new language and are to a limited degree of self-reliance. It is mostly about people who have had little or no education in their country of origin or have very low teachability for some other reason.

Social guidance: The aim of social counseling is to strengthen the self-reliance and participation of citizens and to create the right framework conditions so that people of integration can start integration as soon as possible. Social guidance is an existing part of the integration but has changed on a number of points. Municipalities are still responsible for the fulfillment and duration of the guidance.

Social counseling also includes guidance towards financial self-reliance.

Participation Declaration Trajectories: In order to comply with integration, people must successfully complete the Participation Declaration Trajectory (PVT). The aim is to introduce citizens to the core values of Dutch society.

The PVT is an existing part of the integration but has changed in a number of points. Unchanged is that municipalities need to provide content and fulfillment. Municipalities are obliged to make an appropriate PVT offer to all people of integration and are responsible for funding for all citizens (in the current system, family and other migrants are responsible for funding themselves).
