As part of the broadband expansion in Geisingen, a regional construction management office in the area of the AG is to be set up and staffed by the contractor. Benefits based on work phases 4 to 7 HOAI have already been awarded. Civil engineering and assembly services including material delivery and the delivery of technical buildings (POPs) have already been tendered and awarded. A broadband network will be built in the districts
- Geisingen, Gutmadingen with a route length of approx. 22 km,
- Kirchen-Hausen, Hausen with a route length of approx. 10 km and
- Aulfingen, Leipferdingen with a length of approx. 13 km
The order volume for the project amounts to around 6 million euros.
Construction is expected to start in March 2022 and is expected to be completed by 30.05.2023 at the latest. Reference is made to the stipulations of the grant notices, which must be complied with. For more information, see the appendix service description, to which reference is made in full.
In close coordination with the responsible employees of the AG, the monitoring of the execution for compliance with the approval or approval, contracts with executing companies, the execution documents, the relevant regulations and generally accepted technical rules must be coordinated and implemented. The contractor owes construction management (object monitoring) in such a way that the trouble-free construction and operation of a FTTB/H network infrastructure is enabled, including the reconciliation and coordination of the payment flows with the funding body. In particular, the following services are to be provided:
1. Implementation of overall project management (construction) and coordination of all technical participants for the construction of the network infrastructure with step-by-step commissioning, ready-to-use power supplies and end customer connections, in accordance with the specified expansion and development concept.
2. Management and coordination in the clarification of fundamental questions regarding the expansion of the network infrastructure with the AG, the grid operator, the construction companies, the authorities and other technical participants, in particular with regard to the time and project plan.
3. For handling the advertised service, the contractor must name a person responsible who speaks German as a contact person, as well as a representative who is available to provide contract support for the client.
4. Compiling a systematic and clear list of all parties involved in the planning and construction process, stating the start and end of the respective contractually agreed limitation periods for claims for defects.
5. Checking plans (based on the execution plan) for compliance with the execution of the construction measures and participating in the approval for execution
6. The Contractor shall determine any necessary proportions of the performance of the executing companies in accordance with Section 14 (2) VOB
7. Monitoring the detailed construction schedule (bar chart) in coordination with the AG, the tenant, the executing construction company (s) and all technical participants.
8. Monitor execution for compliance with approval or approval, contracts with executing companies, execution documents, relevant regulations, and generally accepted technical rules.
9. The client demands that the Contractor be present on the construction site of the individual construction phases on a working day.

Documentation of construction processes in accordance with the project funding subordinates, in particular with the fact sheet on documentation of technical installations and construction within the framework of the guideline “Funding to Support Broadband Expansion in the Federal Republic of Germany”, in the currently valid version.
12. Initiate and participate in the default of construction contractors.
13. Review and assess the need for changed or additional services of the entrepreneur (s) that are not contractually fixed.
