The procurement encompasses operation of ID-porten/MinID with production environment and associated environment for test purposes, with the option of operation of OEP, SMP-ELMA and message mediator, as well as an SMS service.

ID-porten is a 'trust anchor' and a common component for service owners in the public sector, which links together ID-porten, service owners and e-ID suppliers. MinID is an e-ID at level 3, which offers authentication based on single-use codes via SMS or PIN codes via letter. The digital contact register is an authoritative source for electronic contact information for individuals with a national ID number in Norway. The contact register was established in 2012 and is administered as a common component within the public sector. The digital contact register includes a reservation register, which will also be covered by the operating agreement.
