In order to ensure adequate traffic service, the Rhine-Pfalz district, the Südliche Weinstraße district, the Bad Dürkheim district, the district of Germersheim, the district of Kaiserslautern, and the towns of Neustadt an der Weinstraße, Landau in the Palatinate and Speyer intend to act through their Zweckverband Verkehrsverbund Rhine-Neckar (ZRN), represented by the Rhein-Neckar GmbH Verkehrsverbund Rhein-Neckar GmbH, compensate for the regular bus passenger transport (BPNV) bundles described in the enclosed contractual documents in terms of quality and quantity and an exclusive right within the framework of a public service contract within the meaning of Regulation 1370/2007 ( concession contract) by means of a competitive procedure.
