The contest concerns the delivery of medicines and multi-doses for Sarpsborg municipality's entities. The contract also concerns packing of multi-doses for users living at home (paid for by the contracting authority), while medicines for users living at home are not covered by the agreement when paid for by the user. The contract will not include medical consumables, as the municipalities have a separate framework agreement for this.

The framework agreement is applicable to the products specified in this document and the price form, as well as closely related products.

The value of the procurement is estimated at: NOK 7,500,000 excluding VAT per year. The maximum value for the entire agreement period, including any options and expected price increase is: NOK 40,000,000 excluding VAT. The need is uncertain. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.

Lots/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered dividing the assignment but has decided that it is not suitable for this type of procurement.

Framework agreement

The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.

The framework agreement will be valid from and including 28.04.2023 until and including 27.04.2025, with an option for the contracting authority to extend for up to 2 years, for 12 months at a time.

The contracting authority will sign a contract with 1 tenderer.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
