North of England Commissioning support (NECS) is a commissioning support service hosted by NHS England and is managing this procurement process for and on behalf of NHS England Cheshire & Merseyside (The Contracting Authority) NHS England are accountable for the provision of Alternative Provider Medical Services(APMS) in the Cheshire and Merseyside area and are proposing to commission 3 separate APMS practices under two lots.

Lot 1 is for APMS currently provided from Culcheth Primary Care Centre Jackson Ave, Culcheth, Warrington WA3 4DZ

Lot 2 is for APMS currently provided from Chapelford Primary care Centre Burtonwood Rd, Great Sankey, Warrington, WA5 3AN and Appleton Primary Care Centre 45 Dudlow Green Rd, Appleton, Warrington WA3 4DZ.

This APMS is currently provided from the Culcheth Primary Care Centre As of the 1st July 2016 this practice had a raw patient list of 5361 and a weighted patient list of 4915. For the Culcheth practice NHS England has a set price of 84.44 GBP (80.59 GBP less 4.15 GBPout of hours opt-out plus 8 GBP) for the capitation payments per weighted patient. This payment is designed to cover the Essential & Additional Services element of the contract as per the NHS General Medical Services Contracts Regulations. Patient list sizes will be reviewed on quarterly basis. For the Culcheth practice there will be no uplift in fees until the GMS price per patient rises above the current rate of 80.59 GBP plus 8 GBP. It will also be eligible for Locally Enhanced Services, (LCS), Direct Enhanced Services (DES) and Quality and Outcomes Framework (QOF) payments in line with GMS contracts.

These are two APMS which are currently provided from existing premises Chapelford Primary Care Centre WA5 3AN has raw patient list as of 1st July 2016 of 5139 and weighted patient list of 4689. Appleton Primary Care Centre WA3 4DZ has raw patient list of 1st .7.2016 of 3214 and a weighted patient list of 2933 For the Chapelford practice NHS England has a set price of 84.44 GBP 80.59 GBP plus 8.00 GBP less 4.15 GBP out of hours opt-out for the Capitation Payments per weighted patient equivalent to the GMS price plus 8.00 GBP per patient. For the Chapelford practice there will be no uplift in fees until the GMS price per patient rises above the current rate plus 8 GBP. The Appleton contract NHS England has a set price of 106.44 GBP 80.59 GBP plus 30.00 GBP less 4.15 GBP out of hours opt-out for the Capitation Payments per weighted patient equivalent to the GMS price plus 30 GBP per patient. This set price per patient will be paid for the duration of the contract will not be uplifted for inflationary increases.
