HEMS Helicopters for two (2) New Bases in Finland — Dry Lease of Helicopters, Maintenance and Training

FinnHEMS Oy is 100 % owned by the State of Finland. FinnHEMS is a non-profit organisation for providing the helicopter emergency medical services (‘HEMS’), helicopter bases and related infrastructure and processes for the University Hospital Districts. This contract notice concerns FinnHEMS Oy and its subsidiary FinnHEMS Flight Services Ltd. (FinnHEMS Lentopalvelut Oy).

FinnHEMS Oy is setting this contract notice to find the best solution for HEMS services for two (2) new bases in Finland. The final RFQ will not be set until the negotiation period is completed and the optimal solution is defined.

According to the FinnHEMS evaluation the nature of the purchase shall be a cross-border supply of goods involving the acquisition of services. The procurement shall comply with EU Public Procurement Act (1397/2016). The procedure is competitive negotiation procedure, since due to the nature of the contract, the invitation to tender cannot be drawn up so precisely that the best offer could be selected without negotiation period.

The preliminary schedule for entering to the intended contract is:

— notice of contract April 2021;

— requests to participate April 2021;

— selection of the tenderer(s) May 2021;

— negotiation period May 2021;

— final RFQ will be set June 2021;

— final quotations will be set August 2021;

— evaluation of quotations and procurement decision on the awarded candidate September 2021;

— contract signatures October 2021.


HEMS Helicopters (Dry Lease)

Lease of helicopters for following operations and with following minimum requirements;

• Helicopter Emergency Medical Service, HEMS;

• Air Ambulance, Inter-hospital transport missions of severely injured and/or intensive/critical care patients;

• Crew composition; SP (PIC and TCM) or MP (PIC and Co-P);

• Operations under VFR and IFR (including PRNAV);

• Performance-based navigation (PBN) operations (RNP AR APCH and RNP 0.3(H));

• NVIS operations;

• On-shore search and rescue missions (if requested by the ATC or other responsible authority), EASA SAR SPO not requested;

• At least 245 nautical miles range with maximum crew composition (4 x 104 kg), one patient (104 kg), HEMS- kit and 150 kg role equipment.

The maximum age of the helicopters is limited to be six (6) years (manufacturing year 2015 or later).

The helicopter cabin shall be suitable for operations and equipment described in European Standard EN 13718-1:2014+A1:2020 (E) and EN 13718-2:2015+A1:2020 (E).


Maintenance Services

The maintenance contract shall include for the air frame, engines and components at least, but not limited to, the following actions:

1) 24/7 AOG support for all HEMS bases;

2) Daily inspections performed by a licensed mechanic every 72 hours;

3) Line maintenance including defect rectification, performed on the HEMS bases in Finland;

4) Base maintenance;

5) Component support services;

6) Spare parts needed.

When in addition to the other requirements

— all helicopters shall be covered with ‘Parts-by-hours’ contracts both for the Air frame and the Engines;

— a maintenance contract that covers the provisions in EASA Part CAMO, Appendix IV to AMC1 CAMO.A.315(c) will be signed;

— experience in maintaining twin engine helicopters in challenging HEMS environment is required.


Training of the Helicopter Flight Crews

Type rating training for pilots

— minimum 12 persons;

— entry level of pilots: valid ME EASA CPL (H) or ATPL (H) and IR (H) ME type rating training for Technical Crew Members (TCM);

— minimum 12 persons;

— EASA standard + operator specific content of the training shall be determined.
