The subject of the acquisition is the Finnish and foreign public library of Päijät-Häme Libraries (Asikkala Municipal Library, Hartola Municipal Library, Heinola City Library, Hollola Municipal Library, Kärkölä Municipal Library, Lahti City Library, Orimattila City Library, Padasjoki Municipal Library, Sysmä Municipal Library). This is a framework agreement with a maximum of five (5) suppliers selected.

Libraries have access to an electronic service, the so-called. an acquisition portal that is integrated with the library system and enables libraries to access select literature, make selections and order material. The portal compares the prices for each individual purchase and forwards the order to the data provider who offers it at the best price at the time of ordering (taking into account the cost of any plastics). Selection of the supplier of literature material among the suppliers participating in the framework agreement is mainly done through an electronic procurement portal, but products must also be comparable and ordered by e-mail and from the supplier's online store.

Material suppliers are required to cooperate with Planeetta Internet Oy (Woima Hosting), the developer of the subscriber sourcing portal, where appropriate. The provider must also have an online store, which must be available at the latest at the start of the contract period, and from which the provider can browse. The bidder must include in their offer a description of their online store. The customer must obtain up-to-date product information including price information from the supplier's online store. The price in the e-commerce must be the same as when ordering using the procurement portal.
