Execution of the municipal waste management service with reduced environmental impact in a lifecycle perspective, pursuant to the Action Plan for Environmental Sustainability of Consumption in the Public Sector administration (PAN GPP) and the decree of the Ministry of Environment and Protection of Land and Sea of 13.2.2014 (OJ No 58 of 11.3.2014).
The services covered by the contract, which must be carried out in the territories of the institution in accordance with the procedures specified on a case-by-case basis in the technical specification, attached to the special tender documents, are as follows:
a) collection and transport municipal waste in the definition referred to in Legislative Decree no. 152/2006 and subsequent amendments and in particular;
1) home collection of the residual urban fraction, organic fraction, paper and cardboard, glass, plastic and metals (cans and tinplate), produced by domestic and non-household users domestic, and green waste produced by household utilities;
2) differentiated collection of hazardous waste ex RUP such as spent batteries, expired medicines, containers labeled T and/or F produced by domestic users;
3) differentiated collection of exhausted vegetable oils and clothing used by household utilities;
4) home collection on call of bulky waste and WEEE produced by household utilities;
5) management of the collection center, including the garrison, the emptying of containers and anything else necessary, according to the provisions of this specifications and related annexes;
6) waste collection in the port area and sweeping of the port area;
7) transport of the waste indicated at the previous points at authorized recycling and/or final disposal and/or storage/preliminary storage centers, including final disposal and/or treatment burdens/revenues and /o recovery as described in this specifications;
b) urban hygiene services, such as sweeping and washing roads, cleaning the market areas and events, cleaning of beaches and other complementary services including transport to authorized facilities and any final disposal and/or treatment and/or recovery burden as described in this specifications;
c) realization and management of a waste traceability system and accounting for the transfer of waste by utilities;
d) communication and awareness campaign.
Excluded from this management the special waste, hazardous and not, referred to in Legislative Decree no. 152/2006 and s.m.i., coming from production and commercial activities or originated from the non-domestic production circuit, to exception of the waste referred to in point a.6 above, which must be disposed of at the full expense of the manufacturer/holder, excluding those produced by the internal maintenance activities of the property owned goods of the institution.
