Purpose of the tender
This tender must lead to the selection of 1 contracting party for the software development services to be provided for Kennisnet in this tender. A maximum of 5 candidates will be admitted to the tender phase.
The following objectives are intended with the present tender:
(further) increasing the quality and continuity of software development and management (in a team) in especially the languages Java (based on the Spring framework) and PHP (based on the Symfony framework); both at high end level.
the annual efficient use of software development teams for the benefit of our services, including but not limited to Entree federation, OSO and Number provision, whereby the organization and team management takes place on location by a cooperating foreman from the supplier / development party. However, the scrum master and the product owner will be provided by Kennisnet and therefore fall outside this assignment.
The following objectives are intended with the present tender:

2. the annual efficient deployment of software development teams for the benefit of our services, including but not limited to Entree federation, OSO and Number provision, whereby the organization and team management takes place on location by a cooperating foreman from the supplier / development party. However, the scrum master and the product owner will be provided by Kennisnet and therefore fall outside this assignment.
For the following services, the following estimated basic commitment is expected for the first year of the framework agreement: 48 hours per week; 47 working weeks in 12 months; expected start date: 1 September 2023.
Proposed method
Sprints of 2 weeks, each sprint is set up around one of the above services or services to be developed. In addition, time can be freed up within the sprint for management (and bug fixing) if necessary.
Kennisnet determines the layout of the sprints, under the guidance of the scrum master.
The financial size of this assignment is difficult to estimate. The assignment value is partly dependent on the approval of future grant applications and additional funding of the Digital Safe Education Programme Plan. Software development expenditure is expected to be 50% higher than currently anticipated in regular software development activities. The Contract Value is therefore estimated subject to change to € 1,800,000 (up to a maximum of € 2,700,000 including unforeseen work) excluding VAT; This is the total bandwidth based on the total contract duration of four (4) years including option years. No rights can be derived from the amounts mentioned here, or elsewhere in this document.
This is an extension option as referred to in Article 2.163c of the Procurement Act 2012.
The contract value is therefore above the European threshold amount of € 215,000 ex VAT.
Scope
The activities consist of:
• (Further) development of services based on a backlog;
• Maintenance work on the software of the services;
• Fixing bugs;
• Support with analysis of incidents and problems;
• Advising on the technical implementation of functional requirements;
• Guaranteeing the portability and quality of delivered software;
• Collaborate in an open-source community, including sharing the developed functionality.
