Description:
Bush rehabilitation

Rehabilitation and energy improvement works in design and construction of the Suzanne Buisson residence (254 dwellings), in buildings located from 1 to 27 and 2 to 26 avenue Suzanne Buisson in Bondy (93140).

The market includes the studies of design and the realization of the works of rehabilitation of the buildings, residences and trade, the accesses, near surroundings and networks and the creation of elevators, and integrates the following points:

- energy renovation of buildings: improvement of the envelope, ventilation, heating,

- architectural and urban renewal: ITE with architectural requalification of buildings, work on immediate entrances and surroundings,

- upgrading to electrical standards: housing, common, crawl spaces, cellars,

- upgrading to fire safety standards: roof skylights, smoke extraction,

- the general embellishment of the entrance halls and stairwells,

- PMR accessibility in the DRC: access to the common areas, possibility of modifications to common premises.

The expected objectives:

- energy performance requirements: obtaining the NF Habitat HQE Renovation 2009 label, i.e. a CEP target <150 kWhep / m 2 / year (label issued by Qualitel - Cerqual),

- sober and non-stigmatizing architectural renovation,

- link with the architecture of the rest of the neighborhood (new, other renovations),

- taking into account the specific nature of the operation in an occupied environment, with a strong desire to involve residents in the project. The estimated amount of the contract is estimated by the contracting authority for the operation (Design studies and works, GPA) is 13,300,000 EUR HT (value February 2020).

The operation is registered in the NPNRU, the VAT is 5.5%. The project includes a device aimed at the professional integration of people in employment difficulty. Variants initiated by candidates are allowed. It can only relate to the execution times, the nature of the materials, the optimization of the structural work and the construction principles. They must respect the program and have as their object the production of savings without harming the performance of the materials or the quality of the project.

The contract provides for compulsory variants relating to:

- the extension of the facades for the enlargement of the kitchens and living rooms with the creation of terraces or balconies according to the rules of the PLUI which can be consulted in the Town Hall,

- the restructuring of approximately 20% of housing (T4 in T3, T3 in T2 and PRM development), - the development of the boiler room premises in shops,

- the expansion of the shops from 14-26. Bush by integration of the covered passage. The lack of costing for these variants will render the offer inadmissible.
