Municipal security of Bitterfeld and complex project "Power Plant Settlement - Park of Chemical Workers": Maintenance/servicing of wells, drainage systems, arresters SB 1-12 as well as PS Park of chemical workers, operation of drainage systems SB 1

After the flood in August 2002, technical systems for groundwater spacing were set up in several areas in the city of Bitterfeld.

As part of its project sponsorship for the Bitterfeld city security project, the MDSE Mitteldeutsche Sanierungs- und Entsorgungsgesellschaft mbH (MDSE) has to ensure the long-term continued operation of the groundwater collection/drainage to secure the distance between the land in the project area. At the same time, it is also the project sponsor for the operation of the pumping station in the complex project "Power Plant Settlement - Park of Chemical Workers".

The project area of the city security is divided into 12 security areas (SB). SB 1-5 are located to the west, SB 6-12 to the east of the Leine. The complex project "Power Plant Settlement - Park of Chemical Workers" represents a separate security area in the western part of the city.

Due to the groundwater quality, which is characterized by mining and chemicals, the wells, drainage systems and pumps as well as pipelines are subject to high loads. In order to maintain the performance of the lifting bodies and compliance with the defined protection goals, maintenance and repair measures must be carried out on the technical systems for groundwater collection/drainage on an ongoing basis.

In this context, the continuation of these measures on the technical systems is to be planned and implemented from 09/2023. The MDSE is responsible for the operation of the groundwater collection/drainage and the client (AG).

The subject of the award is maintenance and repair services at the following facilities of the Stadtsicherung Bitterfeld/ the park of chemical workers:

- Drainage system SB 1 (Bergmannshof/Annahof), referred to as subproject 1 (SP 1);

In safety area 1, groundwater is raised via 2 drainage systems and 5 pumping stations, through which the water is discharged into the nearby Strengbach by means of pumps via deflectors and a stationary groundwater treatment plant (GWBA).

- Vertical filter well incl. arrester systems SB 2-12, referred to as subproject 2 (SP 2);

A total of 32 wells are installed in safety areas 2 to 5, of which an average of 9 wells are operated as required. A total of 36 wells are installed in safety areas 6 to 12, of which an average of 4 wells are also in operation on demand.

- Pumping station park of chemical workers incl. drain into the pure wastewater system of Chemiepark Bitterfeld-Wolfen GmbH (CPG), referred to as subproject 3 (SP 3);

In order to secure the groundwater levels in this area, groundwater is raised via a collection shaft with a connected pumping station. The uplift water is discharged into the pure wastewater of the chemical park.

In addition, operating services must also be provided for the drainage system in SB 1 and the supply lines to the GWBA.

This request does not cover maintenance/repair work on the electrotechnical systems and on the components of the measurement and control technology (EI&C technology). For this purpose, the MDSE will award a separate maintenance contract.

It is planned to conclude a contract for an initial period of 2 years in the period 09/2023 to 08/2025 with the option of a one-time extension of the benefits by a further 2 years until 08/2027.

The basic task is to ensure the operation of the technical systems subject to the service description in accordance with the operating regime specified by the client.

Essentially, the following services are part of the task:

- Regular pump maintenance while avoiding/reducing downtimes by providing replacement pumps

- Regular or on-demand pipeline and arrester cleaning

- Performance tests pumps (in the test bench or in the installed state)

- Setting of operating regimes according to specifications

- independent operation of the drainage systems in SB 1 and PW 1 to 6 in order to comply with the protection goals of the buildings; The basis for this is the operating specifications of the client as well as the control, maintenance and repair work within the framework of regular operation.

- Incident management with 24-hour on-call service for fault rectification

- Reintroduction/disposal of lifting or rinsing water and rinsing sludge

- Documentation/reporting on the aforementioned services as well as on all other services to be provided

Störfallmanagement

The Contractor shall rectify the fault at the specific request of the Client and in coordination with the Client. Response times are specified by the client on a plant-specific basis.

In order to rectify faults, the Contractor shall maintain a 24-hour on-call service throughout the entire contract period for the requested services via telephone on-call service with a constant telephone number.

Reintroduction/disposal of rinsing water and sludge

In the cleaning services in the sub-projects, clearing and rinsing material are produced as water-sludge mixtures or sludge-water mixtures, which are preferably to be reintroduced into the client's plant operation.

Alternatively, the client may request the disposal of the water-sludge mixtures, which is why disposal services are also requested for this purpose. Sludge-water mixtures are to be fed into the contractor's disposal facility without exception.

Documentation of the work

After each maintenance/servicing or repair/overhaul and after each malfunction, the Contractor shall state the type and scope of the service performed, including the installed parts, and the findings made during the work on the condition of the systems, including any repair/maintenance work that will become necessary in the foreseeable future, in a work report (in the sense of proof of performance).

All evidence and documentation on the work carried out must be compiled in detail in the sense of monthly documentation. The monthly documentation is also the basis for billing and must contain all documentation and performance records for all work carried out during the reporting period.

The client uses a database-based activity management system for the measuring/control work as well as the maintenance/servicing/repair measures in order to obtain information about the work carried out or the results of measures at short notice (system/aggregate/valve, no. if applicable) (CoCheck system).

This system is to be used equally by the contractor and the client for the exchange of information. For this purpose, the contractor must enter the work/results carried out on a daily basis.

Task/ performance program TP 1 (safety area 1)

Operations SB 1

The basic task is the overall operational management of the facilities for water collection and drainage in SB 1 as well as for the supply lines to the GWBA in accordance with the operating regime specified by the client.

The priority of operational management is to ensure the following requirements (24 h/d; 365 d/a):

- Continuous uplift and discharge of the drainage water accumulating in SB 1 via PW 1-4 and then via PW 5 to the GWBA

- Continuous assurance of the operation of PW 6 for the removal of contaminated groundwater from SB 2-5 to the GWBA

A failure of the corresponding lifting elements in the event of maintenance/repair or accident may not exceed 8 hours.

Pump/pumping station maintenance

The services for pump/pumping station maintenance essentially consist of the following subtasks (each for PW 1 to 6 with 2 pumps each):

- Control PW 1 to 6 with 2 pumps each

- Inspection of pumps and pumping equipment with MID - monthly

- Carrying out preventive maintenance - quarterly

- Operational provision of replacement pumps

The removed pumps are then maintained or repaired and tested in a specialist workshop for pump technology.

Drain and drainage cleaning

The drain and drainage cleaning is to be carried out with combined high-pressure flushing and suction technology (high-pressure water technology - standard procedure for pipe cleaning, working pressure up to 200 bar).

Due to the specified maximum downtime of the pumping stations of 8 hours, at least two vehicles must be used. The specified time window of 8 hours for line cleaning must be adhered to for safety reasons.

The following technical requirements are placed on the plant/sewer cleaning technology:

- at least two high-pressure flushing and suction vehicles (4-axle vehicles) with a container volume of at least 11 m³

- Deep suction device to a depth of at least 10 m

- Flushing capacity up to 700 L/min, at least 350 m flushing hose coiled on and continuous water recovery

- High-pressure water technology (working pressure up to 200 bar, nozzle up to 150 bar) - Standard procedure

If necessary and expressly after consultation and written confirmation by the client, the following special technologies are to be used when cleaning the arresters for loosening hard incrustations:

- Ultra-high-pressure water technology (working pressure up to at least 500 bar)

- High-pressure water-air technology (working pressure up to at least 10 bar)

- Spiral technique (drilling out blockages)

The services for pump/well maintenance essentially consist of the following subtasks (each for one well):

- Great maintenance well

- Small maintenance well (focus on pump replacement)

Ableiterreinigung

For the technology of arrester cleaning, the requirements according to fuse area 1 apply in principle.

The cleaning of the arrester is to be carried out in several steps with combined high-pressure flushing and suction technology as a high-pressure water-air technique (working pressure up to at least 10 bar) with pigging technology (at least 2 pigging cycles).

Due to the specified maximum downtime of the pumping station of 8 h for a trap cleaning, this must be completed within one working day.
