Description:

We wish to establish a framework agreement for electrical works (high and low voltage). These work comprise service, operation and maintenance, assembly, rehabilitating, repair works, as well as new installations at the Norwegian Veterinary Institute in Oslo.

The Contracting Authority for the contest is The Norwegian Veterinary Institute (VI), a biomedical research institute with animal health, fish health and food safety and animal feed safety as its core areas. We shall have a free and independent position in all professional questions. The Norwegian Veterinary Institute is the authorities' most important knowledge provider for the prevention, advice, clarification and handling of serious infectious diseases in fish and animals and zoonosis. The Norwegian Veterinary Institute also assists in the prevention and handling of crises caused by health hazardous connections and infectious substances in animal feed and food.

The Norwegian Veterinary Institute also provides services and communicates knowledge to businesses, professionals and animal owners. The Norwegian Veterinary Institute has 350 employees, with its main office in Oslo and regional laboratories in Sandnes, Bergen, Trondheim, Harstad and Tromsø.

The nature and scope of the project — Framework agreement for electrical works at The Norwegian Veterinary Institute.

The Norwegian Veterinary Institute wants to establish a framework agreement for electrical works connected to operation and maintenance of the buildings. These work must be able to include engineering design, execution, assembly, changes, rehabilitating and maintenance of existing and new electrical installations and systems. In addition, we want to have periodical internal control of the electrical system carried out. The assignment's scope will be somewhere between 1 400 and 1 800 hours per year, but can vary from year to year. Work area will be i.a. laboratories, offices, server rooms and technical rooms in The Norwegian Veterinary Institute buildings at Adamstuen.

The buildings have a gross area of approx. 17 800 m2 including hallways/cellars/mechanical rooms etc., and a net size, i.e. laboratories plus offices, of approx. 9 360 m2.

The works must at all times coordinate with a business in operation and adapted to ongoing production. Therefore it must be assumed that there will be works beyond normal working hours. There are high requirements for execution, documentation and ability for quick delivery. The chosen tenderer must expect to cooperate with other contractors/suppliers.

All communication between the Tenderer and the Contracting Authority shall be directed to the Contracting Authority's contact person via the ‘question and answer’ function in our electronic tender system.

All questions and answers will be made accessible in anonymous form for all of the tenderers.

Enquiries received after the deadline for question will not be answered. The deadline for questions: 28.10.2015.

1.1.3 Experience:

Experience from at least three comparable assignments in the last three years. The reference list shall contain description of the assignment, information about scope (value), location (where it was), when (year) and reference (name and telephone number).

We will contact the references to collect information about experience, service and knowledge.

1.1.6 Sub-contractors and co-operating contractors:

It is assumed that the following sub-contractors will be used: Subject discipline, Company Name, Business Registration number shall be provided, along with experience and three references.

1.4.1 Service:

General description of the tenderer's service apparatus and services. Preferably a description of how The Norwegian Veterinary Institute will be prioritised as a customer.

1.4.2 Implementation ability, capacity, competence:

Requirement: The tenderer shall have sufficient implementation ability, capacity and competence.

Documentation requirement:

— The tenderer shall provide a brief description of their organisation with an organisational chart, core competence, special competence, number of employees etc.

— An account of the tenderer's average workforce in the last 3 years.

1.5.1 Material and consumables:

The tenderer specifies a factor where all additions to the net landed costs of materials are included. The contractor can invoice net landed cost multiplied by the factor plus VAT. The framework agreement concerns the delivery of material in connection to service procurement. The Norwegian Veterinary Institute retains the right to demand access/documentation from the tenderer that these conditions are complied with.

The tenderer must inform about which products shall be used in the particular work. Goods to be delivered shall be from an approved manufacturer and of quality that satisfies all of the requirements given in public laws and regulations about electrical equipment. The tenderer is obliged to take back goods that are not of satisfactory quality, are not in accordance with the order, or are damaged as a result of the tenderer or transport, without cost to The Norwegian Veterinary Institute.

The Norwegian Veterinary Institute retains the right themselves to be able to deliver parts of, or the entire material delivery. The framework agreement concerns the delivery of material in connection with service procurement. The Norwegian Veterinary Institute retains the right to demand access/documentation from the tenderer that these conditions are complied with. The tenderer must inform about which products shall be used in the particular work. Goods to be delivered must be from an approved manufacturer and of quality that satisfy all requirements in the Norwegian Standard and public laws and regulations. The tenderer is obliged to take back goods that are not of satisfactory quality, are not in accordance with the order, or are damaged as a result of the tenderer or transport, without cost to The Norwegian Veterinary Institute. Delivery time: Normally in connection with this agreement, materials will be ordered at the same time as the associated service. The tenderer shall have available materials or an established logistics system so that a fixed delivery time can be maintained. The delivery time for the agreement's services, and main products, shall not exceed three working days after ordering, unless there is specific hindrance in connection with the delivery. With larger or special assignments, the orderer and tenderer can agree to their own delivery time. For ordering of supplementary products and acquisition of goods, goods that normally are not in stock and are not included in the framework agreement's main products, the manufacturer's delivery times apply. The delivery time here shall regardless not exceed normal delivery time in the industry.
