Explanation:
This tripartite command can be described as follows:
1/ Resource Area Master Plan Layout (Macro Scale)
Build an expert team responsible for drawing up a master plan in which the ambitions of the municipality of Opwijk, together with spatial analysis and design research, result in an area vision and the associated action programme. The aim is to develop, in consultation with different stakeholders, a development vision and strategy, linked to it, an action programme with concrete actions and/or projects, policy interventions and the communication strategy needed for the sustainable spatial development of the Resource Area and the profiling and propagation of this area as a strong, coherent whole. It is necessary to formulate and refine objectives that focus on nature, climate, functional and recreational mobility, agriculture, recreation and education.
2/ Master Plan Vetweyde format (mesoscale)
Within the Resource Area master plan, a recreational and, if possible, educational development pool should be created on the Vetweyde site. It zooms into the recreational and sporting aspect within the overall concept, but without losing sight of the elaborated lines of the Resource Area master plan.
Space and context should be created for indoor and outdoor sports activities, both through a new municipal sports hall, as well as indoor and outdoor sports organised by associations that cannot enter the municipal sports hall.
In addition, support functions should be provided in terms of mobility (parking, bicycle parking, signage, etc.) and opportunities for the unorganized athlete, for play and experience of facets linked to the vision laid out in the master plan Resource Area.

3/ Technical pathway guidance for the sports infrastructure on the 'Vetweyde' site. (microscale)
The Vetweyde site further zooms into the local development of new municipal sports infrastructure, with a new sports hall acting as a hub.
The technical trajectory supervisor is responsible for (non-exhaustive):
- Guidance on the layout of the Requirements Programme, consisting of program requirements/functional requirements, architectural requirements, performance requirements.
- Research on the opportunities of a PPP construction and advice to the College of Mayor and Ships
- Drawing up a feasibility study of the Programme of requirements in urban planning, budget, timing, spatial and visual aspects
- Market Exploration
- The investigation of possible subsidisation for the three levels of scale and guidance on submitting grant applications and follow-up of (potential) grant dossiers.
- Develop a participation and communication plan with the target groups and stakeholders
- Drawing up a PPP cutlery, or a cutlery to appoint a design team if it would prove to be the most opportune choice.
- Assist in the negotiations with the deterted tenderers.
- Review quotations and formatting report
- Accompany and conclude the possible PPP agreement including budgetary aspects.
