The procurement procedure used is the open tender. It is subject to the provisions of Articles L. 2124-2, R. 2124-2 1° and R. 2161-2 to R. 2161-5 of the French Public Procurement Code. The services are divided into 2 lots. Each lot will be the subject of a framework agreement. The Framework Agreement with a maximum amount, single contractor, is entered into pursuant to Articles L2125-1 1°, R. 2162-1 to R. 2162-6, R. 2162-13 and R. 2162-14 of the French Public Procurement Code. It will result in the issuance of purchase orders. Each framework agreement will be awarded to a single economic operator. An on-site visit is mandatory (see conditions in article 5.2 of the RC). The case study, the response to which will be analysed in the context of the tender analysis criterion "Response to a practical case" for lots 1 and 2, will be sent to the candidates at the time of the mandatory visit
