NOKUT (the Norwegian Agency for Quality Assurance in Education), c/o the division for digitalisation and ICT, wants to enter into a framework agreement for services related to consultancy, further development and administration of the interaction system eSam. It must also be possible — but not binding — to commission development services in this agreement for other purposes.
NOKUT wants to enter into a framework agreement with one provider. NOKUT shall not have any obligations to procure services included in the agreement but make call-offs as needed. The service will be performed in Oslo.
In recent years, NOKUT has developed the digital interaction platform eSam.
The system is self-developed on the Microsoft .Net platform and consists of several self-service portals adapted to services provided for Norwegian and foreign education and a separate case management solution adapted to NOKUT's foreign certification schemes.
NOKUT's strategy for 2020-2025 contains a goal to further develop the system to fully utilise the opportunities provided by digitising. NOKUT therefore needs to enter into a framework agreement for the purchase of services for consulting, further development and management of the interaction system eSam.
