The invitation to tender concerns the procurement of transports in accordance with the Disability Services Act "VPL" and the Social Welfare Act "SHL" of the municipalities of Pöytyä, Aura, Koski, Marttila and Oripä (hereinafter also referred to as the "Contracting Entity").
The procurement includes VPL and SHL transport services in the area of the municipalities involved in the procurement and their neighbouring municipalities. The municipalities belonging to the neighbouring municipalities are determined in accordance with the Client's decision.
Transports in accordance with the VPL Act take place in the area of the customer's municipality of residence and also to nearby municipalities or in accordance with the official's decision. According to the law, trips are granted for at least 18 one-way trips per month. The customers of transport services in accordance with the SHL Act are mainly elderly people. The transports take place in the customer's own municipality.
The services to be procured are subdivided into basic equipment transport services and transport services with accessible vehicles.
Subdivision 1. Basic vehicle transport services in accordance with VPL and SHL
Subdivision 2. Transport services with accessible vehicles in accordance with the VPL and SHL
Tenders are allowed on a sub-area basis and the tenderer can submit a tender for either only one or both transport services (basic and accessible transport service). The tenderer may be selected as a service provider for one or both areas. Alternative offers are not allowed.
The contract period is one (1) year. The contract period also includes one (1) option period of one (1) year if the Subscriber decides to exercise the option. The actual contract period starts on 1.1.2023 and lasts one (1) year. If the Subscriber decides to activate the option period, the option period begins on 1.1.2024 and lasts for one (1) year.
The contract for the provision of services is concluded separately for each subdivision with the providers of transport services with basic equipment and with transport service providers with accessible vehicles. The contract for the provision of services is concluded with all service providers that meet the minimum quality requirements. The Customer does not undertake to purchase a certain amount of transport from the service providers, but the services are ordered according to the instructions on the use of the service specified by the Client and the needs of the persons using the transport services.
Transports with basic equipment in accordance with VPL and SHLThe procurements in the sub-area concern the provision of transport services in accordance with the VPL and SHL to the municipalities of Pöytyä, Aura, Koski, Marttila and Oripä. The object of the procurement is transport services with basic equipment vehicles and their drivers.
For the provision of services, the provider must have at least one (1) car with basic equipment and its driver.
Transport services in accordance with the VPL are targeted at persons with severe disabilities, and SHL's transport services are mainly targeted at elderly people who are otherwise poorly mobile.

Transport by accessible vehicles in accordance with VPL and SHLThe procurements in the sub-area concern the provision of transport services in accordance with the VPL and SHL to the municipalities of Aura, Pöytyä, Koski, Marttila and Oripä. The object of the procurement is transport services with accessible vehicles and their drivers.
The provider must have at least one (1) accessible car with a driver for the provision of services.
Transport services in accordance with the VPL are targeted at persons with severe disabilities, and SHL's transport services are mainly targeted at elderly people who are otherwise poorly mobile.
