The Framework Agreement will be executed through the issuance of purchase orders. Each lot will be allocated separately. The services are paid for by unit prices. The contracting authority reserves the right to hold a hearing with tenderers solely on the basis of the tenders submitted by them and with the aim of providing clarifications or additions to the content of their tenders. Under no circumstances can such hearings be regarded as a negotiation phase. After examining the tenders, the contracting authority reserves the right to enter into negotiations with all tenderers. However, the contracting authority reserves the right to award the contract on the basis of the initial tenders, without negotiation. An advance is foreseen for Lot 1
