Framework agreement with order forms relating to pre-operational studies for the attractiveness of small centralities.

The revitalization of town centers is a territorial issue and must be addressed at all levels. It is in this context that EPF Normandie wished to support municipalities with less than 1,500 inhabitants in a process of attracting their heart of town, to improve the living environment of the municipality by covering local needs and reinvesting housing by households to fight against urban sprawl. This proposal aims, over the period 2020-2021, to test this system in order to test its relevance, with a view to wider implementation for the next multiannual intervention program of the EPF. This test must relate to 10 to 20 municipalities selected in relation to the departments. As part of this experimental approach, the EPF has decided to carry out a monitoring and evaluation of the framework agreement, in order to assess the relevance of the process and to improve it in the perspective of a continuation in the interventions of establishment. Also, the service provider selected to carry out the studies will be required to contribute to this evaluation, in particular during interviews with the EPF, by capitalizing on his feedback from the operations on which he will have worked, as well as on the method of intervention (strengths, dysfunctions) with regard to predefined indicators. The procedures for integrating the service provider into this monitoring-evaluation will be specified during discussions with the EPF. This framework agreement concerns the carrying out of pre-operational studies for the revitalization of municipalities with less than 1,500 inhabitants. Each study will be carried out at the scale of a municipality and will be declined according to several services which will each be the subject of an order form. The service provider may be required to simultaneously carry out several order forms relating to several sites.
