The object of the contract is the assignment of the Works Supervision service of the interventions of "Rationalization and reorganization of the sewerage and purification system of the urban agglomeration of Vicenza and the neighboring municipalities belonging to it (Basin VI 6 P.R.R.A. Veneto Region) - Excerpt I ° - expansion "Casale", of which the works of I ° STEP 'PNRR - M2C1.1.I1.1 - LINE C' subject to financing granted by the Ministry of the Environment and Energy Security (MASE) Development Department sustainable with the m-ante Decree. REGISTER OF DECREES.R. 0000334.18-09-2023 of 18/09/2023, according to the conditions established by the Technical Specifications, Tender Regulations, the Technical Address File based on the tender and related attachments.
It should be noted that some works of the integrated contract, as better specified in the "Technical address dossier", are the subject of specific PNRR funding granted by MASE.
The works of I° STEP - "M2C1.1.I1.1 - LINE C", are the sections of thermal drying, thermal hydrolysis and mechanical dehydration. Access to PNRR funding is, however, subject to a series of constraints imposed by the Ministry that must be respected, otherwise the assigned contribution will not be paid. In this regard, it is highlighted the mandatory compliance with the following deadlines set, in particular:
- approval of the executive project by 30/06/2024;
- realization of the interventions, subject to the successful completion of the test by 30/06/2026.
The contract consists of a single lot since the executive design of the "Casale" plant will be developed in a single solution, since it is a unitary work from a technical-construction point of view. Similarly, the characteristics of the intervention require the plant to be tested in its final configuration (water line and sludge line), as the works are closely related from a hydraulic and process point of view. In addition to this, the assignment of the works (STEP I and II° works) to a single Economic Operator will make it possible to verify the compliance, in terms of performance, of the purification yields of the entire system, as a whole, with what is envisaged in the executive project.
It follows that the assignment of the task of supervision of works to a single economic operator makes it possible to manage and minimize the interferences and overlaps generated by the executing companies during the execution of the works, while ensuring better coordination and management of both contractual aspects and aspects related to the DNSH principle.
