Description of the assignment
Object of these services: architectural assignment, construction of a new school building and conversion of a school building into a day-care center.
Selection procedure: award of the contract through a competitive procedure with negotiation. The contract is awarded in 2 phases.
In the first phase, a minimum of 3 and a maximum of 5 candidates will be selected. Applications to participate are first assessed on the formal requirements and the exclusion criteria. Subsequently, the applications are assessed on the basis of the suitability criteria as described in the selection guide.
In the second phase, the selected candidates are invited for a compulsory site visit. After the site visit, the candidates are invited to submit a quotation.
The designer of the unselected offer who obtains at least 60% on the award criteria will receive a fee of EUR 2500 excl. VAT for submitting the offer. No compensation is provided for nomination.
Timing: the commissioning of the buildings is planned for August 2023.
Budget: a budget of EUR 2,550.302 excl. VAT has been provided for the construction (this includes demolition, construction and surrounding works and excl. Fees and VAT).
Evaluation of offers: all submitted offers are evaluated by a jury. This has an advisory power, not a decision-making power.
Contract award: the Municipal Executive awards the contract, taking into account the advice of the jury.
Place of performance: Primary school Klim-op Bouwel, Berdenweg 5, 2288 Bouwel Cadastral data: department 2 section B numbers 51Y and 52Z.
Continuity: the school must remain operational during construction and renovation and the safety of the users must be guaranteed. For this reason (and because of timing) a prefabricated construction method should be considered for the new construction. The exercise must be made on how the school activities can be continued safely during the work.

The construction of a playground and green area
The aim of the Local Government is to develop the KLIM OP school in Bouwel into a children's campus for children from 0 to 12 years old. The existing primary school will be supplemented with a crèche and out-of-school childcare. In addition, the local government wants to make the buildings available outside school hours.
