The order in question includes the operation, maintenance and repair of urban local heating systems. The exact scope of tasks and the requirements for the services result from the service description including attachments (part B) and the contract including attachments (part C).

The city is currently building (local) heat supply plants in the city center of Biberach. In addition to certain public properties (buildings of the city, the district and the district savings bank), private third parties are also to be connected to the heat supply systems. The background to the construction of the heat supply systems is, on the one hand, the need for renewal in the city's existing heating centres. On the other hand, the city wants to make a contribution to CO2 reduction in the city center. The construction of the heat supply systems is divided into three construction phases. The first phase of construction includes the expansion of the Memelstraße energy centre and the construction of the local heating pipeline from the energy centre Memelstraße to the heating centre of the grammar schools (Wieland and Pestalozzigymnasium). The first phase of construction must be completed by 31.12.2022 and put into operation by the city due to a grant. The second phase of construction will cover the area from the zeppelinring to Sennhofgasse to Schulstraße in 2022 and then the area from the grammar schools to the zeppelinring in 2023 and will go into operation at the end of 2023. The third phase of construction includes the construction of the heating centre in Wrocław Street and the connection of the district savings bank. The third construction phase is scheduled to go into operation in mid-2025. A fourth phase of construction, which includes the expansion of the local heating network from Pfluggasse via Ulmer-Tor-Straße to Bismarckring, is being considered, provided that it can be economically realized due to a sufficient number of connection points. All heat supply systems in the previously described construction phases are built by the city and remain their property. The operator of the heat supply systems is determined by the present tender.
