The subject of the call for proposals is planning services in the service area § 55 HOAI (Technical Ausrüstülung AG 1-6) for the project “Elementary school Langendorf - new primary school and renovation of historic old building to a hoard building
The town of Weissenfels owns the primary school in Langendorf. The school grounds extend to parcels 388,192 and 117/4 of corridor 2, municipal district Langendorf and is a district of Weissen-Fels. The primary school, consisting of the old building and the new GDR building, is located on the fully developed site with a size of approximately 30,300 m². The old building dates back to the monastery period (1200-1550) and is a listed building and has been reused and redesigned many times. In the years 1975 to 1979, the new GDR building was built with a connection to the old building.
The total GFA of all parts of the building amounts to approx. 3,200 m².
The subject of this call for proposals is the allocation of planning services in the service area § 55 HOAI. The services advertised here are commissioned in stages; for the time being, the service phase 1 to 4 of the described service specifications is commissioned. The service phases 5 to 9 according to § 55 HOAI are commissioned depending on the confirmation of the planning result and the approval planning to be created. There is no entitlement to this further assignment if these conditions are not met.
A new two-pitch building (class 1 to 4) is to be built on the school grounds with the following requirements:
- compact two-storey building that fits into the listed environment,
- exceeding the requirements of the Building Energy Act (GEG),
- Class size: max 26 students
It must be ensured that ongoing school and hoarding operations are maintained during the construction period.
After complete completion of the new building, the relocation takes place from the new GDR building. This part of the building is then demolished and the renovation of the historic old building commenced. The planning service for demolition is not part of this process and is commissioned separately, but must be taken into account and coordinated in the planning process.
The old building is to be upgraded as a hoard building for around 165 hoard children. Due to the poor condition of the wooden components of the roof and ceiling (real dry sponge, wet and brown rot, nail beetle infestation, etc.), the historic old building has to be thoroughly renovated in close cooperation with monument protection. Sponge renovation also requires work in and on the monastery church that is directly adjacent to it.
As part of the project qualification, preliminary planning documents have already been created that are not binding for further planning but merely serve as information. The location and profile plan, inventory assessment with excess measurements, the fire protection concept (preliminary draft), the static preliminary investigation (old building), the wood protection engineering assessment (old building), restorative investigations of components and a canal survey were created/carried out.
In total, investment costs of approximately €3.88 million gross (KG 300-400 DIN 276) are available for the project. This budget framework is considered a cost ceiling to which the planning services are to be based. Approximately €2.42 million gross is available for partial construction costs of KG 300 and €1.46 million gross for KG 400.
The delivery of the completed service phase 3 and a pro rata LPH 4 (approvable planning) is scheduled for the end of September 2022. The term specified in item II.2.7 refers to this date.
Depending on the availability of the required financial resources by the awarding agency, the planning task and the scope of planning can be modified (enlarge/reduced) at any time and supplemented by further measures.
The awarding authority expects that in the event of an assignment, the project team offered to ensure the scheduling is immediately and fully available. If necessary, an increase in team strength must be ensured to ensure that deadlines are met.
