1. The object of the contract is the implementation of the service consisting in the collection and development of municipal waste from all properties in the area of the city of Koła, on which residents reside during the period of 362 days, i.e. from 03.01.2022 to 30.12.2022. A detailed description of the subject of the contract is set out in Annex 1 to the Specification of the Terms of Order (SWZ) and the contract model attached to the SWZ.

1. The service consists of the following order range described in Annex 1 — Detailed description of the object of the order, hereinafter SOPZ:

1) the collection and development of municipal waste from property owners residing from the area of the town of Wheel at point No I of the SOPZ;

2) the types and quantities of municipal waste containers and bags equipped with the owners of property residing within the town of Wheel in point II of SOPZ;

3) frequency of receipt of municipal waste from property owners residing from the area of the town of Wheel in point III of the SOPZ;

4) sanitary standard for the performance of services and environmental protection in point IV of the SOPZ;

5. Preparation of waste collection schedules in point V of the SOPZ;

6) the obligation to keep records related to the contracted activities in point VI of the SOPZ;

7) requirements for the use of received unsegregated (mixed) municipal waste to municipal installations in accordance with point VII of the SOPZ;

8) vehicles of point VIII;

9. the detailed procedure for finding non-selective waste collection is set out in point IX of the SOPZ;

10. Specific requirements to the Contractor receiving municipal waste from property owners in point X of the SOPZ.

2. The Contractor shall be obliged to collect and use municipal waste:

1) selectively collected:

(a) paper (code 15 01 01 01, 20 01 01 01);

(b) metals and plastics, multi-aerial packaging (codes 15 01 02, 20 01 39, 15 01 04, 20 01 40, 15 01 05, 15 01 06);

(c) glass (code 15 01 07, 20 01 02);

(d) biowaste (code 20 02 01, 20 01 08);

(e) ash and slag from domestic fireboxes (code 20 03 99);

2) unsegregated (mixed) municipal waste (code 20 03 01).

3. Number of collected and developed municipal waste in the last 12 months (i.e. from 1.8.2020 to 31.7.2021) in Mg according to types from the area of the city of Wheel:

1) mixed (unsegregated) municipal waste 4000,00;

2) paper 279,00;

3) metal, plastics, multi-cartridges 294,00;

4) glass 366,00;

5) biowaste 1,079,00;

6) ash and slag 430.00.

The quantities listed above should be considered indicative/viewable, enabling the Contractor to obtain knowledge of the amount of waste collected from property residing from the area of the Town of Wheel. The Contractor shall be obliged to draw up an offer to take into account the data contained in the SOPZ and to estimate the increase in the number of waste collection points. The service for the collection of municipal waste from inhabited properties will take place on the territory of the city of Koła (within the administrative boundaries of the city).

6. The number of persons registered for permanent residence in the Municipality of the Municipality of Circle is 20 700 persons (as at 31 July 2021), while the number of persons residing in the Municipal Municipality of the Circle according to the declarations submitted with the amount of municipal waste management fee is 16.661 persons ( as of 31 July 2021).

7. It is estimated that approximately 66% of waste is created in multi-family buildings, while 34% in single-family buildings.

8. The Contractor shall be fully responsible for the proper management of the waste received, in accordance with applicable law in this respect. This applies in particular: transport, vehicle equipment, equipment of the property with waste collection containers and bags, the setting of garbage arbors in multi-family development and other matters related to waste collection.

9. In accordance with Article 95 (1) of the Pzp Act, the Contracting Authority requires the employment by the Contractor or Subcontractor of manual workers/labourers under the supervision of operations related to the operation of specialized vehicles used for the collection, transport of waste; preparation of containers, loading of waste intended for transport and removal of impurities around places from which municipal waste is collected; with the management of municipal waste; with supervision of the proper implementation of services including the implementation of complaints.
