The agreement concerns execution of an evaluation of the schemes in the Introduction Act. The Introduction Act consists of 2 schemes, the Introduction Scheme and training in Norwegian and Social Studies. The evaluation shall encompass both of the schemes in the Act. Training in Norwegian and Social Studies shall be evaluated as both a central measure in the introduction programme and as an individual scheme.

The evaluation shall provide a picture of the current status of the schemes in the Introduction Act, and identify possibilities for further development. The Ministry wants:

— An assessment on whether the objective of the Introduction Act is being met.

— Knowledge about what gives good results in the municipality's work with qualification of newly arrived refugees and immigrants.

— Proposals and suggestions which will strengthen and further develop the qualification of newly arrived refugees and immigrants in the coming years.

The objective of the evaluation is broad, and the ministry has identified some topic areas which we are particularly interested in (see annex 1). These topic areas are not intended to be exhaustive for the evaluation. In order to respond to the assignment, it will be necessary to utilise different types of methods and data sources.
