Implementation of the electronic file and the data network in all jurisdictions in Schleswig-Holstein, package 2 with lot 1 + 2

Implementation of eAkte and data network planning package 2

According to the legal requirement of the federal government for the introduction of the electronic file (briefly eAkte) in court halls the courts in Schleswig-Holstein must be converted.

A total of 28 properties are affected by this major project.

The properties were divided into various planning packages and lots.

An initial planning package with 36 negotiation rooms has already been put out to tender and is currently in the process of being awarded.

In this second planning package, the planning for the conversion of 7 further properties with a total of 49 negotiation rooms, which are located in different branches of the judiciary, is advertised.

The work must be done during the ongoing court proceedings. The negotiation rooms will be equipped with an ergonomic media control system. The call is divided into 2 lots.

Lot 1 concerns 6 rather small properties with 3-6 negotiation rooms, a total of 25 negotiation rooms:

- Labor Court Neumünster,

- Labor Court Lübeck,

- Social Court Lübeck,

- Social Court Itzehoe,

- Social Court Kiel,

- Financial Court Kiel.

In order to ensure a uniform structure in all negotiating areas of Schleswig-Holstein, a global concept has been created by a media planning office that defines a standard of media technology in an exemplary negotiation area (eg which minimum requirements have to be met). This concept must be adapted to the respective local conditions per negotiation area and coordinated with the user and the client.

Adaptations to technical rooms and, if necessary, guardianship or extensions of the CAT7 cabling must be considered in the further planning for the individual properties and coordinated with the respective users and clients.

Of the 6 properties, the ArbG Neumünster are listed as historical monuments. Therefore, the standard requirements of media technology must be coordinated with the monument protection authority.

The integration of media technology in the negotiation rooms must, among other things, consider the following aspects:

- planning the judges' tables on the basis of the already developed furniture system / ergometry,

- design of the lighting, also taking into account glare protection / sun protection systems,

- consideration of room acoustics,

- accessibility with regard to visual, hearing and walking disabilities,

- If necessary planning and integration of a ventilation concept.

In this award procedure, planning offices with experience from similar measures, such as court construction or media control systems, among others also in the area of historic preservation permits, ideally with a focus on media technology, are invited to participate in the competition.

The commissioning of the planning services takes place gradually, the services are called in each case. The client reserves the right to have the services provided in the area of data networks carried out by a separate organizational unit. However, the structural engineer is still responsible for the tasks of integrating and coordinating the measures into the overall project.

The construction work is expected to be divided into properties advertised in individual works.

Organizationally, the 6 properties are considered as separate projects, this also applies to the preparation of the financial documents and the settlements / warranty acceptance. Only the planner services are commissioned jointly for the properties per lot. However, the fee invoices for the planning services must be settled on a property-specific basis.

The services to be provided require experience in dealing with public building, eg. These include, for example, the planning according to official regulations, the protection of historic monuments, the preparation of financial documents that can be approved and the processing of invoices and supplements of the executing companies in accordance with the administrative regulations of the state.


Implementation of eAkte and data network planning package 2

Due to changed requirements, the following measures are necessary in the District Court / Prosecutor's Office Kiel:

- Conversion of the data network from fiber-optic cable to CAT 7 including the construction of the additional network rooms,

- reconstruction of the courtrooms on the occasion of the introduction of the electronic court file,

- Fire protection measures, in particular adjustments to the fire alarm system, supplement of emergency lighting and the creation of a building radio system.

These measures will be summarized in lot 2 of this project.

The main focus of the overall measure is the implementation of the eActs and the necessary modifications in the courtrooms. Depending on the condition and conservation value (monument protection), the halls are to be completely redesigned or the technology carefully integrated into the stock. The halls are to be planned and implemented according to the requirements of the "Guidelines for the realization of media technology equipment in conference rooms". In total, 24 negotiation rooms are affected.

For the reconstruction of the halls accessibility regulations have been developed by the building supervisor and provided as a draft. These must be observed, planned and implemented.

All measures must take place in the ongoing court proceedings. Few interim areas (offices and halls) are available for the implementation of the measures.

The LG Kiel is a listed building. Therefore, the standard requirements of media technology must be coordinated with the monument protection authority.

This tendering procedure calls for planning offices with experience from similar activities to participate in the competition.
