The purpose of this procedure is to appoint a maximum of five (5) design offices to support and develop spatial and programmatic feasibility studies. The procedure is part of the need for the Contracting Authority to be able to respond quickly to certain questions and assignments related to the feasibility of projects, for which an independent well-founded vision is often required in the short term. In that context, the Contracting Authority thus wishes to place a Framework Agreement on the market in order to create a pool of design offices that can be used efficiently and quickly to carry out such feasibility studies within the timeframe set at that time.
