The residential and nursing home is located on the premises of the district hospital Obermain, a district of Ebensfeld. The Kutzenberg residential and nursing home is managed under the management of the health facilities of the district of Upper Franconia (ReBo). This is a residential and nursing home for people with chronic mental illness and care needs according to SGB XI.
As part of a feasibility study, a concept was developed that is subject to a continuous further development process. The objectives of the institution were formulated and recorded here. It will also be possible to gain an insight into the care and care as well as the living conditions of the people concerned with mental illness. The documents of the feasibility study are included with the procurement documents.
The client intends to build a new residential and nursing home in Obermain district hospital with the aim of improving patient-oriented operating conditions, organization and higher cost-effectiveness. During the project implementation phase, the planning of the architect and the specialist planners must be adapted to the respective applicable user requirements and operating concepts, as well as evolving legal and business conditions and the further development of technology (in particular construction technology, technical equipment, medical technology, IT, etc.). The client is also dependent on the requirements of the cost objects and other external influences. The funding guidelines of the Free State of Bavaria (PflegeSonahför) and other relevant funding regulations (e.g. pflewoQG) specify the framework to be observed in each case. The room program must be adapted to the respective current requirements. The work results of the architect and the specialist planners have to take these increased requirements into account. The required flexibility is part of the architect's and specialist planners's service duty. The construction work resulting from planning must not affect the ongoing operation of the hospital. All functional areas must be able to operate without restrictions. The number of beds during each construction project must correspond to the respective number of planned beds. The quality of stay of patients should not be reduced by building measures and temporaries if possible. Patient safety must be guaranteed at all costs.
Attention must be paid to an economical execution. The commissioning of the contractor must therefore be flexible overall with regard to:
- project goals and planning program,
- space program,
- Performance levels and performance content in the performance phases,
- Functional areas and planning scope,
- Planning and construction phases.
The project goals and specifications initially provided for in the contract, the commissioning stages, functional areas and construction stages are defined which the client can adapt to the changed circumstances. The requirements are particularly specific in retrieving the services of the architect and the specialist planners in sections.

Gradual assignment:
When the contract is concluded, the client instructs the contractor to provide service phases 1 to 3 HOAI. The client reserves the right to call up further services when planning and execution of the construction project continues (level 2: LPH 4-7 HOAI; stage 3: LPH 8-9 HOAI).
