The Ministry of Local Government and Modernisation (KMD) is responsible for the social housing policy. The housing policy includes a number of measures that shall assist less advantaged persons in the housing market. This includes loans, subsidies, information and consultancy. KMD wishes to evaluate the housing social measures which the Ministry dispose in a context. The evaluation shall assess the results and effects of the measures. The main emphasis shall be on consequences for the end users, but the municipalities' efforts toward the less advantaged shall also be a part of the evaluation.
The evaluation shall assess 3 aspects of the housing social work:
— Results and effects: Have the housing social measures had the wanted result and effect?
— Efficiency: Are the measures used efficiently?
— Relevance: Are we using the right measures?
The main objective of the housing social policy is that the less advantaged persons on the housing market can get and keep a suitable housing. Through the evaluation KMD wishes to identify to what degree the housing social measures contribute to achieving this goal, and if less advantaged persons at the housing market receive the help they need. The evaluation shall be used as a starting point for evaluating the requirement for alterations in the housing social measure scheme.
