The purpose of the DIS is to ensure that contracting authorities (UM) in the municipal and regional sector - as well as, where applicable, state contracting authorities - achieve their ambition to contribute to a better environment in the municipality / region. Furthermore, the work on becoming fossil-independent by 2030 will be simplified by offering a DIS that contains the hardware and the services, as well as service, needed to establish charging points.

The goal is for DIS to contain a range of charging points with surrounding services that can meet most needs from normal charging to fast charging. This is so that UM can both supplement existing charging infrastructure and plan for its future needs for charging points.
