Utlendinsnemnda (UNE) [the Norwegian Immigration Appeals Board] wants to enter into parallel framework agreements for consultancy services in 3 different lots:
(i) organisation development and continual improvement;
(ii) manager and employee development, team development;
(iii) recruitment.
UNE intends to sign contracts with 3 to 6 tenderers in each lot. The contracts will cover UNE's need for consultancy services in the above named areas. The service will be performed in Oslo.
The total estimated value of the procurement is approx. 11 000 000 NOK excluding VAT over a period of 4 years. This is only an estimate, and is non-binding. See a more detailed description of the procurement in Annex 1 Requirement Specification.
It is key for the contracting authority that future suppliers can cover a broad spectrum of needs in organisation development. Examples of key areas for which the contracting authority may request support:
Maintenance of optimisation of organisation structure in accordance with Restructuring 2019.
Strengthening the culture of change and knowledge of managers and employees concerning continuous improvement.
Evaluations (including different evaluation processes in connection with development and/or change processes).
Assist with process analyses and process mapping.
— implementation of analyses and mapping to identify improvement areas,
— risk assessment of organisation changes.
For several years, UNE has systematically focussed on manager development. Restructuring to only one manager level under the Director entails greater responsibility for all managers and greater requirements for cross discipline interaction. Tenderers must be able to deliver services in the following areas:
— tools for the delegating manager,
— cross discipline interaction in the manager team,
— manager support, coaching,
— management and control of continuous improvement,
— development of manager groups and teams,
— measuring/following-up managers, including systems, tools and methods (360 manager evaluations etc.),
— conflict management,
— relational management.
The aim of the framework agreement is to ensure that the contracting authority has access to qualified recruitment assistance in employment cases, when the contracting authority finds that this is necessary. The individual recruitment assignments must be all or part of the recruitment process. As such, tenderers must anticipate both having independent delivery responsibility for a complete recruitment process, and assist with individual assignments in a recruitment process under the leadership of UNE c/o the HR section.
