The implementation of the project is led by the economic development agency of the RWK Ludwigsfelde. In order to implement the regional budget, a corresponding service company (contractor) is to be commissioned on a fee basis. The commissioned service provider should prepare, coordinate and, if necessary, carry out the individual measures.
The following focal points and sub-projects are to be provided by the contractor.
Priority 1: Further improvement of regional cooperation through active coordination and coordination between companies, administrations and institutions in the RWK and the region and especially in the B 101 region
Priority 2: Mobilising and strengthening regional growth potential by intensifying companies' access to innovation and digitalisation offerings as well as cross-cluster activities
Priority 3: Further development of regional marketing measures
The detailed specification is part of the tender documents.
In the course of the project, the listed activities are to be specified with regard to their implementation and coordinated regionally. Since process-related adaptations in the project portfolio will arise in detail, the procedure outlined here is to be understood in terms of indicative planning. The specified basic tasks (project initialization, meetings of the steering committee (preparation and follow-up), cooperation management and development, reporting, information committees, public relations) are to be performed by the contractor.
For the activities within the sub-projects, it is possible to make use of third parties. In the case of activities that are not implemented independently by the contractor, the following tasks nevertheless arise for the contractor:
- Clarification and further development of the task of the service to be awarded to third parties in coordination with the client
- Preparation of the award procedures in coordination with the client
- Legally compliant implementation of the award procedure
- Content and organizational monitoring
- Control and support in the fulfillment of the order by the third-party contractor
The awarding of contracts to third parties must be complied with by the contractor in accordance with the valid procurement and funding-specific regulations and requirements resulting from the legal sources and guidelines of the EU, the federal government and the state of Brandenburg.
From the operational implementation to the proper accounting of the funds with the funding body of the entire regional budget, the contractor is responsible.
As in Regional Budget I, an important organisational element in the monitoring of the regional budget is a steering group that coordinates and accompanies the individual sub-projects.
It is important that the concept shows the procedure for familiarization with the project. Furthermore, the contractor is expected to submit a concept for the sub-projects of the individual focal points, from which a plausible methodology for the implementation procedure can be seen. Furthermore, the implementation is to be presented in a timetable according to annual slices for the performance period.
