Mantena AS invites tenderers to a prequalification for the procurement of an IT based rota and resource management system that shall provide the following main effects:
— efficient rota and resource management for the planning, deviation handling and settlement phase;
— correct interpretation of the rules and uniform treatment in all of Mantena independent of the planners and/or the settlement employees'competence.
The number of persons covered by the system is approx. 1 100 employees, of which approx. 600 work on a rota. The number of personnel planners and managers who will use the system in these roles will be approx. 30 persons.
The system must be able to be integrated with Mantena's other systems, which are:
— payroll and personnel system (SAP HCM);
— maintenance system for rolling stock (SAP MRO).
Mantena currently uses Jobbportalen as the web-interface with SAP HCM for registering absence, holiday follow up and access to one's wage slip. What the future system architecture will be is an object for discussion with the future supplier of the rota and resource management system.
The system must be able to be used by employees via different solutions and equipment such as:
— PC;
— Smart telephones;
— Tablets.
Mantena prefers to enter into a contract with one supplier who will be responsible for the total delivery and who will be responsible for any sub suppliers. It is possible that Mantena AS can enter into a contract directly with the supplier for software. The supplier is responsible for ensuring that the aim, requirements and criteria in the tender documents are the subsequent contract are fulfilled.
The contract that shall be signed will have the following elements and length:
— Software licence contract for maintenance and support on standard software, four years with an option for 2 + 2 + 2 years, maximum 10 years.
— The implementation project, with a length in accordance with milestones fixed in the contract with the phases implementation, acceptance and guarantee period. The supplier is to prepare an implementation plan that is to be approved by Mantena. The aim is that the system is implemented and taken into use by 31.12.2015.
— Functional support and application management with access to an environment that supports use of the system. The extent and length of this is uncertain and is to be agreed during the implementation project, possibly offered as an option.
