The building complex of the Walhalla variety theatre, which opened in 1897, is centrally located in Wiesbaden on a plot of around 2,000 square metres.

The property was privately owned for a long time and was bought by the municipal company WVV Wiesbaden Holding GmbH in 2007. Since the 1990s, large parts of the facility have been unused, in 2017 the areas used until recently by the Kulturinitiative Walhalla e. V. had to be closed for fire protection reasons. Due to the long vacancy, the listed building with a total area of around 5,500 sqm GFA has a considerable renovation backlog.

Due to the cultural, social and urban significance of the Walhalla, the state capital Wiesbaden has spoken out in favour of a sustainable renovation and subsequent cultural use of the building ensemble. A concept study was developed and rough costs for the renovation, partial demolition and new construction were determined, which amount to around 50 million euros. The (urban planning) concept study does not yet include a concrete utilisation concept.

With the basic decision of the city council of July 2022, planning funds were released for the development of an approvable planning, the SEG was commissioned with the planning and control of the overall measure initially for the work phases 1-4 on the basis of the submitted concept study. In a first step, the concrete spatial and usage concept is to be developed in close cooperation with the monument authorities and in variants with the participation of a specially established steering group. On the basis of one of these variants, the object planning for the work phases 1-9 according to HOAI for the renovation, possibly (partial) demolition and new construction is to be developed. Parallel to the planning, urgently needed early conservation and construction measures must be examined and carried out.

Funding from various programmes has been applied for for the project, some of which are to be used at short notice.

On the basis of the available investigations and studies with the urban planning, structural, monument preservation, functional and economic requirements, the redevelopment planning for the revitalization of the Walhalla cultural site (if necessary. Partial demolition and new construction) to create the HLS planning.

A concrete space, usage and operator concept is not yet available. Taking into account the interests of the future users and the owner, this is to be developed in variants in an iterative process with the steering group appointed by the magistrate.

The task for technical building equipment (HVAC planning, plant groups: KG 410 / 420 / 430 / 480) includes the three service modules described below. The first step is to retrieve blocks 1.1 and 2.

For an early basic and inventory determination, partial services of service phases 1 and 2 from module 3 should also be called up at an early stage if required. This is intended to enable the contractor to deal intensively with the conditions of the building as well as the existing planning principles in order to be able to advise on the necessary amount of knowledge in modules 1 and 2.

Module 1: Early security and conservation measures

In order to prevent further deterioration of the building fabric, parallel to the development of the utilisation concept (module 2), it is to be examined which components can be preserved and how, and which structural safety and restoration measures can be carried out earlier (module 1.1). These measures (façade, roof, basement, ceiling hall, ceiling and walls hall of mirrors, etc.) are mainly to be identified in the area of the core building of the Walhalla, which may not be changed in its design.

The determination and subsequent planning and implementation of the measures will be carried out by the architectural and specialist planning offices still to be commissioned in close coordination with the monument authorities, the engineering offices still to be commissioned, a restoration specialist planning, as well as the owner and the AG and, if necessary, other bodies to be involved.

The subject matter of the contract for module 1 are:

Consulting services (technical building equipment, HVAC planning) as part of the identification and examination of the feasibility of the necessary early measures.

An hourly rate with an hourly quota of 25 hours (in total for all plant groups) is to be offered for:

- Office owners

- Project leaders

- Other project staff

- Other employees

In addition, 3 on-site appointments (incl. arrival and departure) are to be offered as a flat rate.

Billing is based on proof.

The settlement of the ancillary costs is to be stated as a percentage of the net fee.

Consulting services (technical building equipment, HVAC planning) in the context of the planning and implementation of these early measures following the identification and feasibility check.

An hourly rate with an hourly quota of 25 hours (in total for all plant groups) is to be offered for:

- Office owners

- Project leaders

- Other project staff

- Other employees

In addition, 3 on-site appointments (incl. arrival and departure) are to be offered as a flat rate.

Billing is based on proof.

The settlement of the ancillary costs is to be stated as a percentage of the net fee.

Module 2: Usage and space concept in variants

There is no concrete spatial and utilisation concept for the revitalisation of the Walhalla. This is to be developed by the architectural firm in dialogue with the steering group set up by the magistrate, taking into account the interests of the future users and the owner. Depending on specific usage and space requirements, the architectural firm is to develop space concepts in variants as part of a feasibility study. For each of the variants, a rough cost estimate is to be developed for the purpose of economic comparability.

The core building of the Walhalla from 1897, which is protected as an individual cultural monument, with the distinctive ballroom, the hall of mirrors and the foyer, is to be preserved in its current form for events. Depending on the usage concept and in coordination with the monument authority, the later extensions to the core building are up for grabs for (partial) demolition, if necessary. In order to meet the requirements for the space requirements of a modern and flexibly usable cultural and event venue with gastronomy, as well as the reorganization of the situation in Hochstättenstraße, new additions or extensions including the current open space are to be examined.

An examination and deviation from the concept study in the course of the development of the utilization concept is not excluded.

The scope of services for HLS planning includes consulting services for the variants to be developed by the architectural office.

The remuneration for these consulting services in module 2 is based on proof.

- Other project staff

- Other employees

In addition, 3 on-site appointments (incl. arrival and departure) are to be offered as a flat rate.

The settlement of the ancillary costs is to be stated as a percentage of the net fee.

Module 3: Technical building equipment (HLS planning) as part of the renovation and, if necessary, partial demolition and extension of Walhalla

On the basis of the utilisation and area concept developed in module 2 for the refurbishment with partial demolition and extension if necessary, the HLS planning is to be drawn up.

The planning is carried out in close coordination with the monument authorities, the object planning office, the architectural and specialist planning offices still to be commissioned, the restoration specialist planning still to be commissioned, as well as the owner and the AG, as well as any other bodies to be involved. The subject matter of the contract for the planning and implementation of the measures are the basic services of service phases 1 to 9 in accordance with §53ff. together with Annex 15 HOAI 2021, as well as special services according to the partial service table.

The basis for the calculation of the offer are chargeable costs in the amount of approx.:

• Plant group 1 (KG 410) EUR 1.06 million net

• Anlagengruppe 2 (KG 420) 576.000 Euro net

• Plant group 3 (KG 430) EUR 1.30 million net

• Anlagengruppe 8 (KG 480) 170.000 Euro net

The special services (according to the partial service table) are to be offered as a lump sum per LPH for all plant groups.

For other services - possibly necessary - not included in the scope of services - corresponding hourly fees must be stated in the offer. These are to be broken down as follows:

- Office owners

- Project leaders

- Other project staff

- Other employees

Billing is based on proof.
