On behalf of the Federal Republic of Germany, the state of Baden-Württemberg is planning the 2-lane new construction of the B 29a federal road between the B 19 Aalen-Unterkochen junction and the connection to the BAB 7 motorway (AS no. 115 Aalen - Oberkochen).

In the Federal Government's Requirements Plan 2004, the project "B 29 a Unterkochen - Ebnat" still consisted of 2 individual projects. Due to different urgency ratings in the 2004 requirements plan, measure B 29a bypasses Ebnat has already been implemented and opened to traffic in December 2021.

The subject of the planning to be awarded here is the section from the B 19 junction Unterkochen to the western beginning of the B 29a bypass Ebnat.

It starts at the Unterkochen junction on the B 19. It must be rebuilt in such a way that it meets the standard of a federal highway. The traffic relations of all road users must be checked and taken into account accordingly in the planning. All traffic concerns must be met. Particular attention must be paid to the safety of all road users. The required noise prevention shall be calculated. In a feasibility study carried out in 2001, noise barriers were required for a total length of 330 m.

Planning of the conversion of the junction L 1084/K3332 including consideration of foot and bicycle traffic as well as relocation of a bus stop (if not already realized by the city of Aalen) for the variant expansion of the existing road.

Planning of the Alb ascent to the western connection to the B 29 OU Ebnat. The three-kilometre-long Alb ascent towards Ebnat with a gradient of almost 8% after the end of Unterkochen causes the speed level to drop sharply, so that a high overtaking pressure arises. Long straights in front of confusing curves in sections tempt road users to dangerous overtaking and lead to an accumulation of accidents. For this reason, it is necessary to create an additional lane in the incline area. Retaining walls are required in the slope area. The network of forest roads must be restored.

In addition to the expansion of the existing road, two other fundamental variants are to be investigated. A bypassing variant for the Unterkochen area, possibly with a tunnel, as well as a "preferred variant" of the city of Aalen, which the city is currently developing together with the citizenry.

Drainage:

Currently, the road body is drained via banquets, embankments, and hollows. A retention and treatment of the road surface water by technical equipment is not available. Therefore, the drainage systems (drainage, retention and treatment) of the road body must be redesigned. Due to the poor pre-flood situation and the pre-pollution of the waters in the planning area, the resulting rainwater will probably have to be collected, clarified and throttled to the existing receiving waters in rain clarifiers and rain retention basins. The required basins are to be designed and planned as technical basins in coordination with the responsible approval authorities. In drainage planning, the guidelines for structural measures on roads in water protection areas must be applied in areas with water protection areas.
