Planning service for revitalization Stadtbad Markranstädt

The city of Markranstädt plans to revitalize the city bath, which was built in 1926. The renovation is partly funded. It is scheduled to reopen at the beginning of May 2024. Subject to relevant funding approaches/financing, an assignment is made in accordance with HOAI 2021 for the service areas of property planning, outdoor facilities, engineering structures, technical equipment and structural planning.

The order is initially only carried out for the first stage, or for the service phases 1-4.

As an option, it is envisaged to commission the service phases 5-7 in the second stage and the service phases 8+9 in the third stage.

Structural engineering is only commissioned for service phases 1-6 and, if necessary, partial services in service phase 8.

The client decides on further commissioning of the performance levels in the further planning process. No claims for the transfer of further performance levels or further services can be derived from phased commissioning.

A two-stage negotiation procedure with public competition and negotiation phase for planning services is carried out.

The subject of the advertised order is planning services in accordance with HOAI 2021:

- engineering structures Service phases 1-9

- Technical equipment work phases 1-9

- outdoor facilities Service phases 1-9

- Building service phases 1-9

- Structural engineering Service phases 1-6 and optionally partial services of service phase 8

The services are only awarded as an overall planning order.

The services are commissioned stepwise or optionally.

Only the service phases 1 - 4 are commissioned with the surcharge.

It is planned to commission service phases 5-7 and service phases 8+9 in phases/optionally.

There is no legal award to commission further services.

The city of Markranstädt intends to revitalize its city bath.

The city bath was built in 1926 and has been rebuilt several times in the meantime. It covers an area of approx. 22,000 m2. The bathing area includes 5 swimming lanes of 50 m in length as well as a non-swimmer area of approximately the same size as well as a diving tower. The bath has not been in operation since 2019, but can be visited at any time by appointment. In the meantime, the open-air stage and a small snack bar west of the pool have been removed, and the paddling pool and the functional building have been removed on the eastern boundary of the property. Due to the longer downtime, the growth in the field has become overgrown in the meantime.

The object of planning is

- Demolition and reconstruction of swimming and children's pool as well as the diving tower

- reconstruction and extension of bath water technology

- New construction of a functional building

- Fundamental redesign of outdoor areas including enclosures

With regard to the design, it should be taken into account that the simple but generous appearance of the histo-rical bath should be reinterpreted within the scope of the possibilities. An emphatically conservative family pool with regard to school and club sports is required. Existing design elements of the historic bath should be preserved or reinterpreted in such a way that they can be experienced anew from the perspective of long-standing guests of the bath as a familiar reference point.

The design of the outdoor facilities should also take into account side aspects such as maintenance and maintenance costs, the concerns of the adjacent sports field, the fire brigade and school and club sports. Furthermore, it is planned to set up a catering service that can also be operated separately in the northwest area at a later stage of construction, if necessary.

By its very nature, there is an expectation of being able to put the bathroom into regular operation at the beginning of the 2024 bathing season.

An economic assessment must be submitted for the operation of the bath. A cost comparison with and without water retention has to be carried out for the construction of the pool.

The economic viability assessment serves as the basis for future budgeting for the city bath, both in terms of the revenue to be recoverable and the necessary expenditure. The cost comparison with regard to groundwater reduction serves as the basis for the decision to establish the basin.
