Berlin-Brandenburg Broadcasting (“rbb”) is the state broadcaster for the states of Berlin and Brandenburg. The station is based in Berlin and Potsdam. The rbb is a member of ARD and has the legal form of a non-profit institution with legal capacity under public law.
With the Digital Media House, rbb intends to create a contemporary, attractive and transparent working environment on Masurenallee in Berlin. The digital media house is to have around 12,000 square meters of usable space or 20,000 square meters of gross floor space. This gives rbb a unique opportunity to erect a building that adapts to changing workflows and processes in media production. In order to come up with the best possible design for the digital media house, rbb held an architectural competition, which has now been completed.
rbb now needs strategic advice for the preconstruction and construction phases as well as for the financing of the entire project.
In the preconstruction phase, the course is set for the entire project in terms of concept, planning and calculation, and by negotiating all details of the joint venture contract, the success parameters are created for the budget and on-time execution of the project. Together with the commissioned general contractor, a joint optimization planning and building purpose definition is to be created in order to ensure efficient implementation, smooth commissioning and economical operation.
During the preconstruction phase, the most economically recommended financing structure of the construction project must also be evaluated and an unconditional financing commitment by one or more credit institutions must be ensured. In the short term (from the 3rd quarter of 2022), financing of the project lead costs incurred so far and still incurred must be ensured. Extensive negotiations must be conducted on both the construction and financing side and strategic decisions must be prepared and made by the management of rbb and its board of directors. In order to strengthen its negotiating position with the commissioned general contractor and financing partners in this highly complex task, rbb needs external strategic advice tailored to rbb's specific requirements for planning and subsequent realization of this special property. This strategic consulting is to be continued during the construction and commissioning phase. The focus here is in particular on ensuring the on-time commissioning of the digital media house and realizing efficiency gains.
A consultant was already working as part of the first phase of the project. It is to be expected that this consultant will also participate in this call for tenders.
The contractor is to provide rbb with extensive strategic consulting and support services during the preconstruction, construction and financing phases with regard to negotiating and concluding the joint venture agreement and securing financing. The task of the contractor is to help create or have the necessary decision-making bases created, to help prepare auditable decision documents and to represent the interests of rbb vis-à-vis the general contractor and the financing institutions as well as other third parties (e.g. politics and administration).
In detail, the contractor has the following performance obligations:
- Advice on the construction and approval process
- Advice on securing financing
- Advice on the acquisition of subsidies
- Advice on how to achieve efficiency
- Advising rbb on reporting and reporting obligations to KEF (commission for determining the financial needs of broadcasters)
- Preparation of committee decisions by the Executive Board and the Board of Directors for implementation
- Support in internal and external project communication
The service must be provided for the entire duration of the project by a C-level project manager with as many decades of experience as possible in the development and realization of special properties with a high level of team integration at rbb.
