This tender deals with the acquisition of platform for the establishment of monitoring and analysis functions in the Central Analysis Centre, which is placed in the Health Data Board (Customer). The functions must enable this task initially to be carried out across the local monitoring and analysis functions of the regions, but the expectation is that over time the function should be extended to the other players of the health service, including municipalities and general practice.
● The solution shall support a division of labour in which individual actors remain responsible for and carry out the collection, analysis and reporting of and on their own data, but at the same time connect to a joint service under the auspices of the Central SAC, which enriches local analysis and reporting work based on; anomalies and alarms across the health sector. ● The solution must be sized to include as large a part of the sector as possible, starting with regions, municipalities, important government functions and the primary part of the sector. ● The solution must therefore support different types and sizes of actors. All regions must be connected to the solution by the end of 2022. ● The solution must have as much network coverage with local players as possible. ● The solution must have the capacity to process and analyse as much of the sector's overall network traffic as possible. ● The solution must have the capacity to process and analyse as much of the sector's overall network traffic as possible. ● The solution must be designed so that the maximum possible portion of data in the solution remains with the connected actors so that only anomalies, alarms and associated metadata needed to see aggregated patterns of suspicious activity are transferred to the central SAC. ● The solution must be designed so that the maximum possible part of data collection, aggregation, correlation, analysis and reporting on transverse activity in the sector is done automatically by pattern recognition as well as the use of Machine learning (ML) and Artificial intelligence (AI).
